Mr. Bisek stated this is an Economic Development issue because each business <br /> helps another and if there were entertainment for adults in town the participants <br /> and spectators would spend money in Centerville. He then explained the leagues <br /> can be self sufficient if managed properly. His plan is to charge fees to the <br /> participants to cover the cost of renting the facility and any maintenance required. <br /> He said he is willing to get the program running at no cost to the City. <br /> Mr. Bisek questioned the Council whether to move ahead and explained some of <br /> his ideas would be working with Centennial School District to rent gyms for <br /> volleyball leagues, broomball or boot hockey, along with softball at LaMotte <br /> Park. He indicated he would work in conjunction with anything else that is <br /> scheduled. Mr. Bisek said he feels it is a shame the kids have to leave Centerville <br /> to play football and soccer because it takes business out of Centerville. <br /> Council Member Broussard Vickers stated from her perspective it is hard to keep <br /> a program running and says she is cautiously optimistic of the ability to draw <br /> people from the community to make it a success. She said Parks and Recreation <br /> Committee should get involved in these programs. <br /> Council Member Sweeney stated he has talked about getting leagues going at <br /> Parks and Recreation Committee meetings and they are in favor of it. <br /> Mr. March stated the hockey rink is usually open and available so if Mr. Bisek is <br /> able to organize a league it would be a better use for the facility. <br /> Mr. Bisek stated it takes time to develop and implement a new program. He feels <br /> he has resources to pull from and if he gets permission from the City to get the <br /> word out he feels it would succeed. <br /> Council Member Nelson questioned what Mr. Bisek needs from the City. Mr. <br /> Bisek stated he does not want it to be perceived as a Kelly's function, but as a <br /> City run league. He said he would like to use the sign out in front of City Hall to <br /> advertise the leagues forming. He also said he would like the City to handle the <br /> funds for fees and writing the checks for renting of space and maintenance. <br /> Council Member Broussard Vickers indicated the City needed to check on <br /> insurance to start up a City run sports league. <br /> Council Member Sweeney stated they need to discuss the possibility of adding a <br /> person in the Parks and Recreation Department to administer the programs and <br /> that would affect the budget for Parks and Recreation. <br /> Mayor Wilharber stated he would like to see a "concept plan" from Parks and <br /> Recreation for costs, budget and equipment to operate a program. He stated he <br /> agrees with the concept but would like to see what it would cost the City. <br /> Page 12 of 22 <br />
