City of Centerville <br /> Festival Committee <br /> Bylaws <br /> Purpose: the Festival Committee is hereby established in the City of Centerville with the <br /> purpose of planning and staging the annual city celebration. <br /> Composition: the Festival committee shall be composed of seven volunteers. <br /> Committee members do not have to live within the City of Centerville. The City <br /> Attorney, City Engineer, Building Inspector, City Staff and Public Works Department <br /> shall be official advisors to the committee and may be asked to attend meetings to help <br /> with decisions. <br /> Term of office: members shall serve a one (1) year term, commencing the second <br /> meeting after the event. The Committee shall supply a recommendation to the City <br /> Council after the first meeting after the event. At the second meeting after the event the <br /> committee shall appoint a Chair and Co -Chair from within the members of the <br /> committee. <br /> Vacancies: vacancies occurring during the term shall be filled for the remainder of the <br /> current term by majority vote of the members. ? -Ka e;4 Qe wc; 1 <br /> Removal from office: any member of the committee can be removed by a 4/5 vote of <br /> the City Council. <br /> Secretary: a city staff liaison or ether staff member will be responsible for creating <br /> minutes. Attendance at the meetings is not required, in which case the meeting will be <br /> tape recorded for purposes of creating minutes. <br /> Meetings: the Festival Committee shall conduct at least one meeting per month and <br /> could hold as many meetings as necessary to properly plan the event. All Festival <br /> Committee meetings will be open to the public and a Quorum is required to take a vote <br /> on something. <br /> Quorum: a quorum shall be a 417 majority, also no action can be taken on any one <br /> particular event unless the person responsible for that event is present or has written to a <br /> member of the committee or staff his/her approval to act on said event. <br /> Procedure: The Festival Committee can adopt rules for the transaction of business, shall <br /> keep a record of all motions, resohitions, transactions, findings, minutes and reports. <br /> These shall be reduced to writing and a copy forwarded to each member for review and <br /> approval at the following monthly meeting. An agenda will be prepared by the <br /> Chairperson or City staff and distributed to all in attendance at the start of each meeting. <br />
