running under Centerville Road. The on -duty, Public Works employee responded to the <br /> area and notified the appropriate officials concerning the leak. Mr. March indicated he <br /> had contact the Minnesota Pollution Control Agency to question whether there was a <br /> sewage spill the City should be aware of. He was informed that a representative was <br /> researching the matter and would be contacting him on Thursday, November 9, 2000 <br /> with the requested information. <br /> Mr. March also stated that there was a recent sewer leak at the intersection of Old Mill <br /> Road and Peltier Lake Drive. Mr. March stated that property owners within the area have <br /> private wells and expressed concern that their wells may have been contaminated with <br /> bacteria as a consequence of the leak. Several residents sent individual water samples to <br /> a lab for analysis and several of the samples were found to be contaminated. Several of <br /> the same residents contacted the City to inform the City of the problem. The City <br /> arranged to take individual samples from the affected residences and forwarded same to <br /> the lab used by the City. Those samples were found to contain no bacteria. The lab used <br /> independently by the residents has since admitted to having contaminated samples. <br /> Mayor Wilharber questioned whether the City had a responsibility to immediately inform <br /> residents of a sewer leak in areas where residents have private wells. City Engineer <br /> Peterson indicated that the Public Works staff acted appropriately to contain the spill and <br /> notified the proper authorities. Mr. Peterson also stated that it would be informative and <br /> courteous to notify residents in similar situations. <br /> VIII. UNFINISHED BUSINESS <br /> Resolution 00 -30 Cable Franchise Extension <br /> Motion by Council Member Sweeney, seconded by Council Member Broussard <br /> Vickers to approve Resolution 00 -30, a Resolution Extending the Term of the Cable <br /> Franchise Granted to MediaOne North Central Communications Corp., d /b /a <br /> AT &T Broadband. All in favor. Motion carried unanimously. <br /> Resolution 00 -31— AwardingSale of $650,000 G.O. Improvement Bond (Hunter's <br /> Crossing) <br /> Mr. George Eilertson, Juran and Moody, presented information to Council on three (3) <br /> bids received for financing the bond. The lowest bid contained the lowest net interest and <br /> was submitted by United Banker's Bank. <br /> A typographical error was noted "Country Bank" should be changed to "County Bank ". <br /> Motion by Council Member Broussard Vickers, seconded by Council Member <br /> Sweeney to adopt Resolution 00 -31, a Resolution Awarding the Sale of $650,000 <br /> General Obligation Improvement Bonds of 2000 Fixing their Form and <br /> Specifications; Directing Their Execution and Delivery; and Providing for their <br /> Payment to United Banker's Bank.
