SET AGENDA Motion by Council Member Sweeney, seconded by Council Member Nelson to set the agenda adding "Eagle Trucking" under Unfinished Business and "Pay Scale ", Census, and Senator Krentz under New Business. All in favor. Motion carried unanimously. VII. PETITIONS AND COMPLAINTS Snowmobile Concerns Mayor Wilharber referenced three letters included in the Council's packet regarding snowmobile issues in the City. Norma Essex of 7333 Old Mill Road was present to voice her concerns about the lack of respect given from snowmobilers. She indicated the snowmobiles ride on City sidewalks, along the creek and have left unwanted objects in her property. Ms. Essex would like to see snowmobile restrictions implemented and enforced. Mike Carter of 6913 Sumac Court was present to voice his concerns about snowmobiles safety and right -of -ways in the City. Mr. Carter indicated that recently a snowmobile did not stop at an intersection, causing Mr. Carter to stop abruptly missing the snowmobile by less then three feet. Mr. Carter questioned the use of traffic signal devices, and pointed out residents along Center Street are putting up "posts" to keep snowmobilers off of their property. Mr. Carter placed a phone call the Tri-City Police Department questioning what could be clone to improve snowmobile enforcement. Mr. Carter was told by the CPLPD there was nothing they could do since the officers in cars cannot catch snowmobilers on a sled. Mr. Carter stated somebody is going to get killed, and requests Council reconsider where snowmobiles are allowed to ride, keeping them off the streets and on the trails. Council Member Nelson stated she is experiencing the same problems the prior two residents have expressed. Council Member Nelson indicated she has installed and replaced a snow fence on one side of her house twice so far this year, and now the snowmobiles are driving across the back yard and her driveway. Council Member Nelson stated snowmobiles ruins the sod. Although she has tried to identify the riders, she has not been able to identify the snowmobilers. Council Member Nelson has received phone calls from several residents in reference to snowmobile safety. Council Member Nelson reported speaking to Chief Joel Heckman earlier in the day. Chief Heckman indicated the police department, conducted a "sting" last Friday in conjunction with the DNR and City of Lino Lakes. The sting resulted in twenty-three written warnings, nineteen citations and two arrests. Chief Heckman feels most of the trouble seems to be on Main Street. He advised, whether the snowmobile can be identified or not, the residents place phone calls to Page 2 of 6
