MEMO <br /> DATE : March 3, 2000 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Bowen Lot Split <br /> Included in your packet is a lot split request from Mr. Bill Bowen. The lot split request is <br /> for the wetland that exists at the end of Clearwater Creek where is discharges into Peltier <br /> Lake. The St. Paul Water Utility currently owns this property. The City was initially <br /> offered the property at a purchase price of $20,000. The City declined the offer to <br /> purchase the property. <br /> Since the City declined to purchase the wetland, the St. Paul Water Utility then tries to <br /> sell the land to the adjacent property owners. In this case, the three adjacent property <br /> owners are splitting the purchase of the property. The property is not buildable and will <br /> be covered with a perpetual flooding easement. The City will have to approve the lot <br /> split so that the purchase can be recorded at Anoka County. <br />
