MEMO <br /> DATE : February 17, 2000 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Snowmobile Strategies for the year 2000 <br /> This item is being placed on the agenda to further discuss which ideas from the <br /> snowmobile public hearing we want to pursue for the next snowmobile season. Mr. <br /> Doug Koppy (Rice Creek Trail Association) plans to be present at the meeting. <br /> One of the main items suggested at the public hearing was more enforcement and <br /> additional education efforts. City staff has requested from the DNR the list of registered <br /> snowmobiles within the community. Our thoughts are to mail a half page notice out to <br /> the residences that harbor snowmobiles. This notice could contain the curfew hours, <br /> speed limit, appropriate method of riding on the street, etc.. <br /> I believe that if we want to have a higher level of enforcement by the police department <br /> we would need to place those requests in writing to the Police Commission. This request <br /> could include additional hours spent in the community on the department snowmobile, <br /> instructions to decrease or eliminate warnings for violations and instead issue citations <br /> etc... I have heard from a number of people that they have seen more snowmobiles <br /> obeying the rules since the public hearing. I believe the public hearing was an effective <br /> way to begin the education process. We have distributed several copies of the <br /> snowmobile ordinance to those that have called or stopped in for a copy. <br />
