4 <br /> FEASIBILITY STUDY <br /> FOR <br /> HUNTERS CROSSING <br /> Street and Utility Improvements <br /> File No. 616 -00 -114 <br /> INTRODUCTION <br /> This Feasibility Report is for the construction of sanitary sewer, water main, storm sewer <br /> and streets to serve Hunters Crossing. As shown on Figure 1, this 37 -lot residential <br /> subdivision is located on the west side of Centerville Road (CSAH 21), approximately <br /> 700 feet south of Center Street. The property is bounded by Centerville Road on the east, <br /> Lamotte Park on the north, St. Paul Water Utility/Lino Lakes on the west and the <br /> Wilharber property on the south. Richard S. Carlson and Associates is developing the <br /> 22.74 -acre parcel. This report includes descriptions of the proposed improvements, cost <br /> estimates, timetables, easements, permits, assessments, and detailed drawings. <br /> PROPOSED IMPROVEMENTS <br /> Sanitary sewer and water main to serve the project are located several hundred feet north <br /> of the plat, and will need to be extended along either side of Centerville Road. Since <br /> Hunters Crossing is located outside the MUSA (Metropolitan Urban Service Area), the <br /> developer will need to request an extension from Met Council. Approval of the city <br /> Comprehensive Plan Amendment (PUD) is necessary. <br /> 1. SANITARY SEWER: <br /> A deep trunk sanitary sewer exists on the east side of Centerville Road at Center Street. <br /> It is proposed to connect to a manhole at this location and install 12 -inch diameter pipe to <br /> the south, as shown on Figure 2 at the back of the report. The pipe would be jacked <br /> (tunneled) under the county road at Center Street, then extended south at minimum grade <br /> approximately 700 feet to Hunters Trail. It is proposed that the 12 -inch pipe would be <br /> extended 400 feet further south for future sewer service along Centerville Road. Services <br /> to two existing homes on the west side and two homes on the east side of Centerville <br /> Road would be provided off the trunk line. Service lines under CSAH 21 would be <br /> tunneled to prevent disruption to the pavement. <br /> Within the development, 8 -inch diameter pipe would be extended along centerline on <br /> Hunters Trail and the two cul -de -sac streets. The sewer would extend to the end of the <br /> stub street at the southwest corner of the plat. This appears to be the high point in the <br /> area, and the sewer could be extended to several homes in a future plat to the south. Four <br /> inch diameter service pipe would extend 10 feet past the right -of -way line for each lot. <br /> 2 <br />
