Olson, PE <br /> County Engineer <br /> RE: Proposed 2001 - 2006 Five -Year Plan <br /> It is again my pleasure to present to you, the proposed 2001 -2006 Five -Year Highway Improvement <br /> Plan for Anoka County. The theme of this plan is similar to plans of the past several years with a <br /> continued emphasis on preservation of the existing Anoka County Highway System combined with a <br /> more aggressive program of major improvement projects. This aggressive approach is possible due <br /> to a significant amount of funding from outside sources. <br /> Anoka County has made a strong financial commitment to the preservation and management types <br /> of projects over the past couple of years. All years of the Five -Year Plan contain nearly $2 million <br /> dollars annually for preservation efforts, which include bridge maintenance, crack filling, overlays <br /> and cold in -place recycling projects. These projects are highlighted in part one of the Five Year <br /> Plan. Part one also includes a listing of road segments that are in a "Preserve" mode. These preserve <br /> type projects are shown with a construction year of 2049. Further information is shown on Page 7. <br /> Another important aspect of preservation has been implemented during 1998 with the <br /> implementation of a Pavement Management System. The output from this system was instrumental <br /> in choosing the crack sealing and overlay segments of the preservation component of our budget for <br /> 1998 and we feel that this system will be an even greater influence on the selection of projects in the <br /> preservation area in the years to come. <br /> The second part of the Five -Year Plan is entitled, "Reconstruction Projects 2000- 2006 ". The first <br /> three years of this plan are relatively balanced financially, however, the years 2004 and 2005 include <br /> many projects for which federal and/or state funds are being applied for. These projects are <br /> identified in those years so that the County may continue pursuing outside funds for those projects. <br /> If outside funds are not forthcoming on those projects, it is likely that those projects will slip into <br /> other years further out than 2005. <br /> The needs of the Anoka County traveling public and the continued development of the core cities in <br /> Anoka County, has caused us to look at ways to fund significant expansion projects in the near <br /> future as well as the preservation projects discussed above. The County Board sold bonds in 1999 to <br /> assist in this effort. The Highway Department has requested that the County Board sell an additional <br /> $4.5 million in bonds in 2001. In addition, several projects have received Federal STP and HES <br /> funds over the past two solicitations.
