INTRODUCTION <br /> BUILDING MODELS FOR COMPACT, <br /> LIFECYCLE COMMUNITIES <br /> The Livable Communities Demonstration Account is designed to fund models for "Smart <br /> Growth" in all parts of the region. The funding is an incentive to demonstrate new forms of <br /> development in the region that make better use of land and services already in place and <br /> forge a stronger relationship between land use and transportation. <br /> Program objectives include: <br /> • Interrelate development or redevelopment with transit, <br /> • Intensify land use through appropriate densities and mixing of uses, including <br /> housing, to support transit use, walking, biking and community interaction. <br /> • Connect housing and areas of employment growth, and <br /> • Provide an integrated mix of housing types and price or rent ranges within a <br /> development. <br /> Demonstration models will help implement goals of the Council's Regional Blueprint and <br /> Regional Growth Strategy to increase densities, job creation and economic development in <br /> the Urban Area, especially along transit routes; use regional transportation investments to <br /> increase transit use and mixed -use development; improve links among jobs, transportation <br /> and housing; and enhance existing neighborhoods and activity centers. <br /> Different types of models are appropriate in different parts of the region. In the <br /> region's core and other older areas, smart growth means redevelopment, rehabilitation or <br /> infill that preserves or intensifies urban fabric to support transit use that provides <br /> convenient access to jobs and services. In developing areas currently without transit <br /> service, it means more compact residential and mixed -use development or inf ill, at <br /> appropriate densities for these locations, that can support future transit use and in the <br /> meantime enable more trips by walking or biking. <br /> Whether served by transit or not, compact and mixed -use development forms can create <br /> or enhance town centers and other gathering places and destinations for community <br /> residents. <br /> V: LLIBRARY , COMMUNDV LCA2000\030300Icda ciitcn" 8- 20- 99.doc <br />
