PART I. <br /> PROGRAM GUIDELINES, <br /> CATEGORIES, FUNDING GOALS <br /> GUIDING PRINCIPLES <br /> The guiding principles for smart growth models that accomplish the program <br /> objectives are: <br /> Principle 1: Make Development Compact <br /> • Connect rather than separate uses, to allow for functional relationships between <br /> them. <br /> • Build mid- to high- densities appropriate to the location, with attention to the <br /> design and relationships of structures to each other. <br /> • Provide infill or retrofit land uses that result in more compact development. <br /> Principle 2: Mix Uses <br /> • include u variety of uSe9 and destinutions -- shopping, work, resi'uurun7 <br /> entertainment, civic uses, cultural activities, parks and other public spaces, and <br /> a variety of housing types and costs. <br /> • Connect uses to transit, providing people with a way to get to jobs, services or <br /> recreation other than driving. <br /> Principe 3: Design for Peop /e <br /> • Locate shops and other uses within walking distance of each other, and within <br /> walking distance of transit, where available. <br /> • Design streets for pedestrians and for cars. Orient businesses and other <br /> structures to the street for pedestrian accessibility, and provide convenient <br /> parking to the side or rear of buildings.
