t e, - r �l vi CCe 1880 Main Street, Centreville, 901 <br /> / 1857 651 -429 -3232 or Pa;, 651-429-8629 <br /> December 22, 2009 <br /> Memo to Council: <br /> Re: Back -up power to city wells <br /> About a month ago, the Council was presented with proposals that would install a <br /> transfer switch and back -up power connections to Well #2 at a cost of approximately <br /> $4778 for Well #2 and $6106 for Well #1. Well #2 has the highest pumping capacity and <br /> the best water quality, so if you were inclined to do only one well, Well #2 would be the <br /> clear choice. <br /> The proposal did not provide a generator set, but only the connections to facilitate use of <br /> a generator to run the well in the event of a power outage. The city would have to rent a <br /> generator when the event happens. In the event of a very wide spread event, there could <br /> be significant demands for generators of the size needed for this purpose. Still, the cost to <br /> ready the well is relatively low, and if arrangements were made quickly, the city would <br /> likely find a generator. <br /> The Council directed that staff find out what capacity Lino Lakes in this specific area. <br /> We found that Lino Lakes has one portable generator large enough to power its wells. <br /> Each of its wells has connections for a generator, but only one well at a time could be <br /> powered. <br /> Second, the Council instructed that the joint powers agreement for the interconnect <br /> between the two cities be looked at to determine if the city has the authority to close the <br /> interconnect in the event of an emergency. We found several problems with the old <br /> existing agreement. It was written at a time when Centerville did not have adequate <br /> storage and it envisioned that Centerville would be likely to buy water from Lino Lakes. <br /> That no longer applies. The joint powers agreement has been updated to provide for the <br /> clear authority for either party to close the interconnect valve if it is unable to supply the <br /> water needs of the other. A copy of the proposed agreement is included in the packet. <br /> Lino Lakes has the agreement on their next agenda for approval. <br /> Dallas Larson, City Administrator <br /> 12 <br />
