r <br /> Pursuant to due call and notice thereof, the Planning and <br /> Zoning Commission held their regular meeting on April 2, 1985 <br /> in City Hall. Chairman Tourville called the meeting to <br /> order at 7:10 P.M. Present: Welk, Buesseler, Lindgren. <br /> Murray arrived at 7:16 P.M. Councilman Wilharber present <br /> as liaison for April. <br /> Motion by Buesseler, second by Welk to approve the minutes <br /> of the March 5, 1985 meeting, motion carried. <br /> NEW BUSINESS TAKEN FIRST: <br /> Appearance of Pat Fruth. Discussion on his intention to <br /> put up a building to raise veal on his property at 7384 Mill <br /> Road. The building would be 40' x 140', fully enclosed, <br /> concreted, and insulated at a cost of about $100,000.00. <br /> Liquid manure would be put into a pit and eventually pumped <br /> out. He was unsure how dead animals would be disposed of. <br /> There would be 212 head raised every 16 weeks. A forty <br /> foot trailer truck would do the hauling. <br /> Mr. Fruth is trying to buy more land to meet the 300 foot <br /> setback requirement. If he can't do that, he would like a <br /> variance. It was brought to his attention that money spent <br /> to apply for a variance is not refundable regardless of the <br /> outcome. It was also suggested to him to get the permission <br /> of surrounding property owners, check with the PCA and the <br /> Rice Creek Watershed District before applying for a variance. <br /> Appearance of Roy Mattson. Mr. Mattson wants to put an <br /> addition on to a building which he owns a portion of at <br /> 7129 - 20th Avenue North. Mr. Mattson was referred to the <br /> building inspector to check on the type of building he wants <br /> to put up. The Planning & Zoning Commission saw no problems <br /> at this point. The Clerk will have drainage easements of <br /> this property available for the building inspector. <br /> Discussion on property purchased by Becky & Lee Stevens <br /> located at the intersection of Mill Road and Main Street <br /> across from Trippel's Market. The legal description of the <br /> property that the survey shows is different than the one <br /> in our Council Meeting minutes of August 8, 1979, and <br /> Planning and Zoning meeting minutes of August 7, 1979. The <br /> Stevens need a variance from the City or a vacation of 8th <br /> Street to make the lot buildable. <br /> Motion by Buesseler, second by Murray to recommend to the <br /> City Council the vacation of 8th Street for the following <br /> reasons: <br /> 1. It does not appear to land lock any properties; <br /> 2. Development costs of the road would be high <br /> versus it's benefits; <br /> 3. The road crossing would impose significant <br /> environmental impacts. See pages 8, 9, & 24 <br /> of the Comprehensive Plan; <br /> 4. The vacation does not preclude any foreseeable <br /> development consistant with our zoning district; <br /> motion carried. <br />
