Centerville City Council <br /> Page Two <br /> As the adjoining property owner to the south, our house is only 157 <br /> feet from the southwest corner of Rehbein's building and Sunrise <br /> Plastics operators. The noise factor is a problem in general. On two <br /> occasions during city meetings, I have made special reference to the <br /> noise made at approximately 4:00 in the morning when the second shift <br /> leaves from Sunrise Plastics. The Planning and Zoning Committee was <br /> made aware of this constant disturbance on November 8, 1984. The city <br /> council was also made aware of it on November 13, 1984. It's now <br /> December 3, 1984. There has been no action taken by the Planning and <br /> Zoning Committee or the city council to correct the problem. This is <br /> also a perfect example of the rude and blatant disregard that Sunrise <br /> Plastics and W & G Rehbein have for adjoining property owners. The <br /> noise continues. The noise from cars, the grinding machines, the <br /> compressor, the machines, the garbage trucks, the debris in our yard <br /> each week, working and running the grinder on Saturday. <br /> I requested that plans be submitted for my review by Sunrise Plastics <br /> describing the new construction of the building and landscrape improve- <br /> ments - Not -Done. I asked that the south wall of the building be insul- <br /> ated to cut machine noise - Not -Done. I asked that a temporary wall be <br /> constructed south of the grinder to enclose debris. All it would have <br /> taken is five pieces of plywood and 2 x 4's. It's Not -Done. Clean up <br /> the debris as it blows around their property - Not.Done. Remove a <br /> piece of metal from the roof of the building that blows back and forth <br /> from time to time making noise - Not -Done. Clean up the east end of <br /> the property in general. Remove debris, washing machine and old wood <br /> crate - Not.Done. <br /> In the month of November we have been awakened by Sunrise Plastics' <br /> employees from 3:45 A.M. to 4:00 P.M. seven times. I asked that some- <br /> thing be done this summer with no satisfaction. <br /> There is no person on the city council that can approve the rezoning <br /> request assuming they will not justify or tolerate accepting increased <br /> city revenues over destruction of my home and property value along <br /> with other adjoining properties. For the city to approve the rezoning <br /> ' request is a direct and blatant decision to destroy the value of my <br /> home and all adjoining properties that are now residential. The <br /> individual tax payer's largest investment in most cases is his home <br /> and land. He uses it to build equity which later allows him to use <br /> that equity for an addition or to purchase a new home. He used it as <br /> colateral to borrow funds. When he retires, that home is sold at some <br /> point to provide for income. All the above options would be drama- <br /> , tically affected if any home were put in the situation of residential <br /> property now adjoining an industrial setting with around the clock <br /> noise, debris, etc. None of the council members would be excited about <br /> purchasing the property under the present conditions and obviously the <br /> owners of Sunrise Plastics are not excited about purchasing my home. <br /> Maybe that is the answer. The President of Sunrise Plastics, Rod <br /> Herdina, is required to purchase my home if the rezoning request is <br /> granted. A second option, Mr Herdina, Owner and President, along with <br /> Owner, Mr. Gordy Rehbein can purchase my home. <br /> (Continued on Next Page) <br />
