PLANNING & ZONING MEETING October 5, 1972 <br /> MEMBERS PRESENT: COUNCIL PRESENT: <br /> Fran Burque Fred Bunker <br /> Walter Prachar John Peterson <br /> Bob LaMotte Elmer Murray <br /> Mel Dupre Leon L'Allier <br /> GUEST: <br /> Joe LaCasse <br /> Jerry Boyd <br /> Jim Schilling <br /> Meeting opened at 7:15 pm. <br /> Jerry Parent permits - 1 paid for, 1 returned. <br /> Jim Schilling - permit and percolation test. Has to be <br /> taken by a certified engineer, page 139 of code book, 8' max- <br /> imum above ground water table, maximum depth of drain field <br /> 4', minimum depth of drain field 3', 6" rocks, 4" pipe, <br /> 2" rock, 18" wide. Joe LaCasse called Anoka Health Dept. <br /> 240 minutes for 1" drop, state regulation 60 minutes for 1" <br /> drop. <br /> Jim Schilling house started before permit was issued - <br /> percolation test was not finalized. - 2nd test taken by <br /> certified engineer and accepted. <br /> Twin Lakes permit issued in 1971. Certified engineer discussed <br /> decided to remain with certified engineer in case of law suits <br /> or other legal action filar arises. <br /> Who is responsible if drain field fails engineering firm - <br /> owner - building - P & Z - Inspector - Village Council? <br /> Platting of Shenandoah - 6 tests on project determine <br /> percolation for whole project except for some exceptions. <br /> Letters still coming from pollution control agency. <br /> Sewer supposed to be here in 1973? <br /> Where is it coming from? sewer commission non - committed. <br /> Definitions of sealed tank? <br /> Permits will be issued by village clerk - procedure needed. <br /> Lino has licensed and bonding for sewer oontractors. <br /> Licensing for outside but not inside in Lino. <br /> Procedure for issuing permitsa Making application to clerk <br /> office, clerk contacts inspector, notify applicant to get a <br /> percolation test, building inspector to certify site, if <br /> everything in order, than the clerk can issue permit, <br /> plumbing permit paid for when permit issued. <br /> Respectfully, <br />
