LAND USE PLAN AND POLICIES <br /> The following Land Use Plan and Policies are based principally on the three <br /> community land use objectives listed previously. The plan provides adequate space <br /> for residential, commercial and industrial expansion within or near the sewered, <br /> urban service area. Development outside of the urban area shall be permitted, to `a <br /> limited degree, as long as it conforms with the objectives, established in the <br /> Comprehensive Plan. The following policies are intended to assist the .City In <br /> ‘' guiding development in a manner which is consistent with the goals and objectives <br /> established during the planning process. <br /> POLICIES AND PLAN RECOMMENDATIONS <br /> 1. Growth shall be based on extension of existing land use patterns and respect <br /> of natural system constraints (soils, wetlands, floodplain water table) <br /> 2. Farming shall be preserved as long as practically feasible by use of: zoning, <br /> phased improvements, application of current farm related legislation. <br /> 3. Commercial development shall be encouraged in the downtown area Other "< <br /> commercial land use shall be restricted primarily to consolidated areas in the <br /> Main Street/20th to tre t /20th Avenue area Limited amount of neighborhood convenience <br /> commercial may be permitted elsewhere in the sewered area No commercial <br /> activity shall reduce the functional capacity of adjacent roads. Commercial <br /> uses shall be appropriately separated or buffered from adjacent incompatible <br /> uses. <br /> 4. Residential development within the sewered area shall be encouraged. <br /> 5. Multiple - family residences will be encouraged to develop in the sewered area <br /> according to the following performance criteria. <br /> a. Close proximity and easy access to collector streets or minor arterials <br /> b. Located so as to minimize conflicts with adjacent land uses (buffer or <br /> screens when necessary) <br /> c. Sited, oriented and landscaped to produce a harmonious relationship <br /> with adjacent development. <br /> d. Organized vehicular access and parking to minimize traffic congestion ' <br /> in the neighborhood. <br /> e. Of such a scale or size as to preserve the planning objectives of the <br /> Comprehensive Plan f " <br /> 1. Multiple family should be encouraged to locate near high amenitt areas' <br /> (lakes, ..en , ace etc. <br /> 6. Limited single- family development shall be permitted outside of the sewered <br /> area. Lot size and density standards shall control development so as to: <br /> L. - Encourage development in the sewered area . <br /> - Protect usable agricultural land from being prematurely converted to <br /> large lot residential subdivisions <br /> - Minimize infrastructure investments (streets, storm system <br /> �► maintenance, parks, etc.) in the rural service area. <br /> - Be laid out in such a way as to accommodate future resubdivision (if <br /> sewer becomes available after the year 2000). <br /> 7. Significant natural resources (lakeshores Clearwater Creek, wetlands, Wooded V <br /> areas) shall be protected and enhanced. Detrimental activities or <br /> inconsistent uses shall be restricted from these areas. The City will adopt <br /> shoreland and management regulations as required by the commissioner} of the <br /> Minnesota Dept. of Natural Resources. <br /> i <br /> 8. Continue to provide a variety of housing types and cost ;ranges• while <br /> preserving the planning objectives of the Comprehensive Plan. <br /> 1 <br />
