PLANNING AND ZONING COMMISSION <br /> MEETING MINUTES <br /> TUESDAY, MAY 3, 1994 - 7:00 P.M. <br /> PUBLIC HEARING - Lot Split /Variance - Lloyd and Diane Hanson. <br /> Pursuant to due call and notice thereof, the Planning and Zoning <br /> Commission held a public hearing on Tuesday, May 3, 1994 at the <br /> City Hall. The purpose of the hearing was to hear all persons <br /> present regarding a request for variances from the following <br /> sections of the City Ordinances: <br /> Ordinance #4 - Section 34.09 Structures to Have access; <br /> Ordinance #8 - Section 25.03 Access; <br /> - Section 26 Streets; <br /> - Section 26.10 Street Design Standards; <br /> - Section 25.02 Shape of Lots. <br /> to allow for a lot split to create two lots. The property owner <br /> of the northern most proposed lot is requesting a 25 foot front <br /> yard variance. The proposed split would have a permanent <br /> easement for access to the southern most parcel which would not <br /> abut a designated City street. The purpose is to build two <br /> single family dwellings. A complete copy of the City Ordinance <br /> are on file at the City Hall and are available for public <br /> viewing. <br /> The property is legally described as follows: Lots 7 and 8, <br /> Block 12 Centerville, Lots 4 - 6 Block 13 sd add and that part of <br /> vac 2nd street lying N of a line drawn from the SE corner of said <br /> Lot 4 to the SW corner of Lot 9 said Block 12; ex the westerly 20 <br /> ft. of said Lots 4 & 6 subject to easement of REC. <br /> Chairperson Tourville called the hearing to order at 7:10 p.m. <br /> Present: Drilling, Vermeulen, Welk and City Council Liaison <br /> Helmbrecht. Absent: LaMotte. <br /> Lloyd Hanson, property owner, was present. Mr. Hanson noted the <br /> City Council denied their previous lot split /variance request. <br /> The City Council did give the Hanson's a chance at the meeting to <br /> explain the alternative split. <br /> A copy of Mr. Hanson's alternate split is attached to and made a <br /> part of these minutes. <br /> Chairperson Tourville discussed a letter dated April 21, 1994 <br /> from Greg Hellings, City Attorney, regarding the proposed lot <br /> split. <br /> A copy of this letter is attached to and made a part of these <br /> minutes. <br /> Sanna Buckbee, Assistant City Clerk, noted Mr. Hanson is also <br /> requesting a twenty five foot front yard setback variance. Mr. <br /> Hanson is proposing placing the structure on the northern most <br /> lot ten feet from the street right -of -way. <br />
