Upon receipt of the recommendations of <br /> the Planning Commission, the Council shall consider the <br /> application and, after holding such public hearing <br /> as it deems desirable, shall approve or disapprove the <br /> application with such changes or conditions, it any, as it <br /> may deem appropriate. Refusal of any changes or conditions <br /> shall constitute denial of the plans by the City Council. <br /> Failure of the and owner to notify the City Council of his <br /> acceptance or refusal of the modification to the plan <br /> constitute acceptance of these conditions.
