r <br /> P &Z Meeting Minutes <br /> Page Three <br /> 1 -4 -90 <br /> Commission member Welk noted that Mill Road and Peterson Trail <br /> are not designated collector streets. <br /> It appeared to be the general consensus of the Planning and <br /> Zoning Commission that they also have concerns over the size of <br /> the lots in this proposed development. It also appeared to be <br /> the general consensus that they would not like to see less <br /> expensive homes in this proposed development, and would like to <br /> look into ways of guaranteeing this. Chairman Tourville <br /> suggested amending Ordinance #4 versus creating a new zoning <br /> district, but questioned as to whether this would be in line with <br /> development within the rest of the city. <br /> A discussion was held as to what the Comprehensive Plan <br /> definition was in relation to the Southern Strip of land abutting <br /> the north side of the Harstad development, currently in the South <br /> half of the proposed development. Some of their concerns were: <br /> - What is the size (depth) of this Southern strip <br /> - Definition of district boundaries <br /> were does the south half of the proposed development <br /> end and the north half begin. <br /> It appeared to be the general consensus of the Commission that <br /> unless there was a sketch plan on this proposed development it <br /> would be hard to rezone without knowing what is in the mind of <br /> the developer. <br /> Motion by Wilharber, second by Welk to recommend to the City <br /> Council no action due to lack of a definition of the proposed R2A <br /> strip on the South half (shown shaded in the Comprehensive Plan, <br /> page 78, future land use map) of the proposed development <br /> abutting the Harstad development, motion carried unanimously. <br /> Motion by Tourville, second by Wilharber to table discussion on <br /> the Centerville Residential Development Guide until the next <br /> meeting, so that the Commission members can review the proposed <br /> Residential Development Guide for suggestions, motion carried <br /> unanimously. <br /> NEW BUSINESS: <br /> Motion by Wilharber, second by Vermeulen to recommend to the City <br /> Council the rezoning of the property described as follows: <br /> The North 10 acres of the W 1/2 of the NE quarter of the NE <br /> quarter, section 23, township 31, range 22, Anoka County, <br /> Minnesota. <br /> The recommended rezoning will be from Rural Residential (R -1), to <br /> High Density Single Family Residential Sewered (R -2A). <br />
