Pursuant to due call and notice thereof, the Planning and Zoning <br /> Commission of the City of Centerville held a public hearing on <br /> December 5, 1989 at City Hall. The purpose of the meeting was to <br /> hear all persons regarding the possibility of rezoning the <br /> property described as follows: <br /> The South 1/2 of the Northwest 1/4 of the Southeast 1/4 of <br /> Section 14 31 22 - subject to easement to rural coop power <br /> 6/24/89 - United Power Association, easement partially <br /> released 12/19/72." <br /> lying north of the Centerville Heights development, east of Mill <br /> Road, west of 20th - Avenue North, and presently in the MUSA. <br /> The proposed rezoning will be from rural residential (R -1) to <br /> High Density Single Family Residential (R -2A) and Single Family <br /> Residential Sewered (R -2). Chairman Tourville called the meeting <br /> to order at 7:14 p.m. Present: Vermeulen, Drilling, Welk, <br /> Wilharber, liaison Pelton. <br /> Chairman Tourville summarized the request for the proposed <br /> rezoning. <br /> Cliff Thatcher, representing Acorn Investments, was present. Mr. <br /> Thatcher explained the reasons for the request for rezoning of <br /> the 37 acres north of the Harstad Development, and would keep <br /> houses comparable with the other developments. Seventy -four lots <br /> are proposed for development, and Mr. Thatcher feels this would <br /> be economically feasible and sound for development. Mr. Thatcher <br /> stated that 10,000 square foot lots and 9/10 acre lots would be <br /> developed, that the houses would be in the $90,000 to $140,000 <br /> price range and would not be starter homes. <br /> The following audience members were present and participated in <br /> the discussion on rezoning of the 37 acres: <br /> Bob Moore 4949 Division Avenue, White Bear Lake <br /> Pat Fruth 7384 Mill Road, Centerville <br /> Maureen Aselson 7232 Mill Road, Centerville <br /> George Haberman 7288 Mill Road, Centerville <br /> Bob Burgstahler 7381 Mill Road, Centerville <br /> Fred Fischer 7396 Mill Road, uenterville <br /> Gerald Rehbein 6266 Otter Lake Road, Lino Lakes <br /> Judy Burgstahler 7381 Mill Road, Centerville <br /> Some of their concerns expressed were the increase of traffic on <br /> Mill Road that would be created by this development, the <br /> qualifications of the developer, what was the definition of high <br /> density housing, the preservation of open space, land dedicated <br /> for parks, where the R -2 and the R -2A lines would he on this <br /> development, the erosion of lifestyles of the residents close to <br /> the development, how long was the MUSA expansion good for, and <br /> when Industrial and Commercial zones would be MUSA priorities. <br /> Tamara Miltz- Miller, City Clerk /Administrator was also present <br /> and stated that a Developer's Agreement could address the type <br /> and size homes that the City would like to see built in this <br /> area. <br />
