Pursuant to due call and notice thereof, the Planning and Zoning <br /> Commission of the City of Centerville held its regular meeting on <br /> August 1, 1989 at City Hall. Chairperson Tourville called the <br /> meeting to order at 7:06 p.m. Present: Welk, Drilling, <br /> Vermeulen, Lindgren and liaison Neumann. <br /> Motion by Vermeulen, second by Welk to accept the minutes of the <br /> July 5, 1989 meeting, motion carried unanimously. <br /> OLD BUSINESS: <br /> Discussion of the variance request from Dan Bellard, 1994 North <br /> Robin Lane, to build a garage 15 feet into the setback at 1994 <br /> North Robin Lane (10 feet from the property line). Mr. Bellard <br /> was not in attendance. <br /> It appears, based upon the sketch included with the variance <br /> request, that the need to place the garage into the setback is <br /> due to the placement of the deck on Mr. Bellard's home. <br /> It appeared the general consensus of the Commission members was <br /> Mr. Bellard's situation was a result of his own planning, and <br /> that there may be other alternatives to construct a garage on his <br /> property that would not require a variance. <br /> Commission member Welk noted that there did not seem to be <br /> justification based upon the four criteria listed in ordinance #4 <br /> to grant a variance to Mr. Bellard. <br /> Commission member Lindgren stated that he was in favor of <br /> granting the variance. He felt development behind the property <br /> at 1994 North Robin Lane may change Mr. Bellard's situation. <br /> Motion by Drilling, second by Vermeulen to recommend to the City <br /> Council to deny the variance request made by Dan Bellard at 1994 <br /> North Robin Lane, to build a garage 15 feet into the setback at <br /> 1994 North Robin Lane (10 feet from the property line) for the <br /> following reasons: <br /> - there do not seem to be special conditions and <br /> circumstances existing which are peculiar to the land, <br /> structure, or building involved, as the setting of Mr. <br /> Bellard's home and deck seem to be his own doing; <br />
