Pursuant to due call and notice thereof, the Planning and Zoning <br /> Commission of the City of Centerville held its regular meeting on <br /> May 2, 1989, at City Hall. Acting Chairperson Welk called the <br /> meeting to order at 7:20 p.m. Present: Vermeulen, Lindgren. <br /> Absent: Tourville, Drilling. <br /> Motion by Lindgren, second by Vermeulen to approve the minutes of <br /> the April 4, 1989 meeting minutes, motion carried unanimously. <br /> Commission members Lindgren, Vermeulen, and Welk advised that <br /> they would be in attendance at the May 11, 1989 rescheduled <br /> public hearing for the proposed Comprehensive Plan amendments. <br /> Clerk /Administrator also advised that Commission member Drilling <br /> had called the City office to advise that he would also be in <br /> attendance at the May 11, 1989 public hearing. <br /> Commission member Lindgren apologized for his non attendance at <br /> the April 20, 1989 public hearing. <br /> Discussion of Special Use Permit request by Mike Kraker to <br /> operate light auto repair and small trailer sales at 7129 20th <br /> Avenue North. <br /> Roy Mattson, property owner of 7129 20th Avenue North, spoke in <br /> favor of the requested Special Use Permit. He advised that the <br /> area proposed for the operation would be about 25" X 30', that <br /> possibly small auto trailers would be sold, there would be no <br /> trash or junk cars, and that it would be a clean operation. <br /> Mike Kraker, advised that he would lease the property. He noted <br /> that the operation could involve the following: <br /> - restoring of old cars, mostly clean up and some repair for <br /> the next 2 -3 months; <br /> - in August he may begin doing some sales of utility <br /> trailers, mostly over the phone /catalog; <br /> -he will usually be working on Saturdays and some nights 9- <br /> 10 o'clock repair; <br /> -he could give no estimated time for sales; <br /> -he has another full time .gob so the hours of operation will <br /> be limited; <br /> -most of the car repair will be tune -ups, mechanical repair <br /> and cleaning and polishing; <br /> - two cars would fit in the leased space, but to work on <br /> them, one of the cars may need to be moved outside. <br /> Mattson advised that all entrances face the parking lot, not <br /> residential dwellings, the building is sound proof, and that <br /> currently Mattson himself is at the building 7 days per week. <br /> Mattson advised that he would not rent to someone who did not <br /> operate a clean and quiet business. <br /> The Commission discussed the possibility of limiting hours to <br /> 10:00 p.m. Kraker advised that this may be a problem right <br /> before a auto show.
