P & Z Meeting Minutes <br /> Page 2 <br /> February y 7 , 1989 <br /> Mr. Opp presented a third alternative plan, which he feels may be <br /> more what P & Z would like to see. He stated that, in his <br /> opinion, a wider driveway for Parcel B (see map of plan, which is <br /> attached to and made a part of these minutes) would be more <br /> desirable than making Parcel A conform to lot size. <br /> He explained that the north lot line created for Parcel A would <br /> put the present garage only 9 feet from the rear lot line, but he <br /> sees no other ordinance conflict. He would like two years from <br /> the time of his Special Use Permit approval by the City Council <br /> to erect the apartment building. He plans for a nine -unit, two <br /> and one -half story building at this time, but wants to remain <br /> flexible and may decide on a four or six unit building, depending <br /> on the tax situation. <br /> Chairperson Tourville asked for comments from the Commission - <br /> - Lindgren likes this plan, and asked if there will still be <br /> a driveway off of Progress Road. Opp said as long as he <br /> owns both properties. <br /> - Drilling has no problem if it is two lots and they both <br /> meet minimum lot size. <br /> - Welk likes it. It is a better design. <br /> - Vermeulen likes it much better than the other two plans <br /> that had been presented at the December and January <br /> meetings. <br /> - Tourville stated that it offers possibilities, if the <br /> present buildings on Parcel A are ever removed, it could be <br /> used for something else. <br /> The Commission again mentioned possible commercial use. <br /> The City Clerk /Administrator, Tamara Miltz- Miller, was present <br /> and asked P & Z to be sure and include the contingencies that the <br /> County be asked to approve of the driveway onto Main Street, and <br /> that if the present garage were ever torn down, a new one would <br /> have to meet the setback requirements. She also expressed <br /> concern that a "blanket" Special Use Permit may not be acceptable <br /> to City Council, and that a permit should be drawn up between Mr. <br /> Opp and the City. <br /> Motion by Drilling, second by Vermeulen, to approve a lot split <br /> for 1745 Main Street creating Parcels A and B as in the latest <br /> proposal dated February 7, 1989, and recommend its approval to <br /> the City Council contingent upon Mr. Opp checking with the County <br /> for approval of the driveway for Parcel B, and contingent upon if <br /> the garage on Parcel A were ever rebuilt, it would be rebuilt <br /> within the setback requirements; reasons for granting the lot <br /> split are: <br /> 1. Special conditions and circumstances exist <br /> which are peculiar to the land, structure, or <br />
