r <br /> P &Z Meeting Minutes <br /> Page 3 <br /> February 2, 1988 <br /> Coon Rapids, presented a new site plan for the Convenience <br /> Store and Car Wash he plans to build at the corner of 20th Avenue <br /> and Main Street. <br /> The Commission asked questions concerning buffers, catch basins <br /> for sludge and how often they would be cleaned, etc. <br /> Members agreed that the plan looked good and allowed for <br /> expansion. Traffic flow was good with driveways in good <br /> location. <br /> Motion by Lindgren, second by Vermeulen to recommend Council <br /> approval of site and floor plans for Kenco Construction's <br /> Convenience Store and Car Wash, motion carried unanimously. <br /> Greg Frank of McCombs, Frank and Roos presented Heritage <br /> Development's revised plan for the proposed 37 acre development <br /> on Mill Road, north of Centerville Heights. <br /> Chairman Tourville stated that the Commission has not had the <br /> chance to see the map and asked him to explain the changes. <br /> Members of the audience asked questions and expressed concerns: <br /> Judy and Bob Burgstahler, 7381 Mill Road <br /> Pat Fruth, 7384 Mill Road <br /> Fred Fisher, 7396 Mill Road <br /> Some of their concerns were: <br /> Rezoning from Rural Residential to R2A. <br /> Drainage problems. <br /> MUSA boundary extension. <br /> Traffic on Mill Road. <br /> Plan strays too far from the Comprehensive Plan. <br /> Buffers between development and Rural Residential area. <br /> What would be the advantage to the City? <br /> Motion by Vermeulen, second by Welk to disapprove the concept <br /> based on concerns of traffic on Mill Road, small lots proposed, <br /> and rezoning to R2A. Lindgren - nay. Drilling - aye. Tourville <br /> abstained. Motion carried. <br /> Mr. Frank asked for direction from P &Z as to what his next step <br /> would be. It was decided that he will come back next month with <br /> another proposal. <br /> Discussion of Executive zoning for a portion of Centerville. <br /> L <br />
