r <br /> Pursuant to due call and notice thereof, the Planning and <br /> Zoning Commission of Centerville held their regular meeting <br /> on September 2, 1986, at City Hall. Chairman Tourville <br /> called the meeting to order at 7:20 P.M. Present: Murray, <br /> Welk. Absent: Lindgren. Commission member Buesseler arrived <br /> at 7:50 P.M. <br /> Motion by Murray, second by Welk to approve the minutes <br /> of the August 5, 1986 meeting, motion carried unanimously. <br /> Discussion of split of property at 1643 and 1649 Heritage <br /> Street owned by Bob and Joan LaMotte. The LaMottes wish to <br /> add the west 30 feet of lots 9, 10, 11, & 12, block 12 to <br /> lots 1, 2, & 3, block 13. This would leave lots 9, 10, <br /> 11 & 12, block 12 with 24,000 square feet, well within <br /> the minimum square footage requirements. The existing <br /> home and garage on lots 9, 10, 11 & 12, block 12 would <br /> still be within the setback requirements. <br /> Motion by Murray, second by Welk to recommend the council <br /> approve this property split, motion carried unanimously. <br /> Clerk will get the two new legal descriptions from the <br /> property owner. <br /> Discussion of Parking Ordinance. Planning and Zoning Commission <br /> members will review ordinance examples previously distributed <br /> for further discussion at next Planning and Zoning meeting. <br /> Discussion on building numbers. Building numbers are not <br /> presently required by the City of Centerville's ordinances. <br /> Building numbers would aid emergency services in locating <br /> an emergency call thus promoting public safety and welfare. <br /> The implementation of this ordinance addition would be the <br /> key to its success - notification through the papers, cable <br /> TV, direct mailing and follow through. There would be some <br /> cost involved. Motion by Buesseler, second by Welk to <br /> recommend amending Ordinance #4, Article 3 with the addition <br /> of Section 38 Building Numbers, as follows: <br /> 38 Building Numbers <br /> 38.01 Building Numbers Required. It shall be <br /> the duty of the owner, lessor, or occupant of <br /> every house, industrial, commercial or other <br /> building to have proper house or building <br /> numbers either by affixing to said building such <br /> numbers in metal, glass, plastic or other durable <br /> material. The numbers shall not be less than <br /> four inches in height, in a contrasting color <br /> to the base. Said numbers shall either be lighted <br /> or made of some reflective materials and so placed <br /> to be easily seen from the street. <br /> 38.02 Alternative Display. In those cases where <br /> the principal building is obscured from view from <br /> the street of address by accessory buildings, trees, <br /> shrubbery or other visual obstruction, the numbers <br /> shall be displayed from a permanent mounting on the <br /> property so that they are clearly visible from the <br /> street of address. <br /> L <br />
