Pursuant to due call and notice thereof, the Planning <br /> and Zoning Commission of Centerville held their regular <br /> meeting on January 7, 1986 at City Hall. Chairman <br /> Tourville called the meeting to order at 7:05 P.M. <br /> Present: Lindgren, Murray, Buesseler, Welk, Council <br /> Liaison Wilharber. <br /> Motion by Murray, second by Lindgren to accept the <br /> minutes of the December 3, 1985 Planning and Zoning <br /> meeting, motion carried unanimously. <br /> Appearance of Donald Opp. Mr. Opp is interested in <br /> constructing a 17 unit apartment building in the <br /> proximity of the existing aparLments on Progress Road <br /> north of Main Street. His concern was whether or <br /> not he would be able to obtain a Special Use Permit. <br /> The Planning and Zoning Commission suggested he check <br /> to be sure he's not in a flood plain area or a <br /> conservation district. He was also advised to talk <br /> with his neighbors and the Rice Creek Watershed District. <br /> The Planning and Zoning Commission would like to see <br /> a final drawing including driveway, parking area and <br /> any future expansion such as addition of garages. If <br /> requirements of ordinance #4 are met, the Commission <br /> felt a Special Use Permit was a possibility. Clerk <br /> will check with the City Engineer to see if sewer can <br /> handle flow of 17 units. <br /> Discussion on Dog Ordinance #24. Motion by Buesseler, <br /> second by Welk to recommend to the City Council the <br /> following changes be made to Ordinance #24: <br /> Section IV. License Required. <br /> Now Reads: All dogs kept or maintained by their <br /> owner within the corporate limits of the City of <br /> Centerville shall be licensed and registered if <br /> over six months of age. Dog licenses shall be <br /> issued by the City, upon payment of a fee of *7.00 <br /> for each dog, whether it be male or female, spayed <br /> or unspayed. Such license shall continue in force <br /> for the life of the animal provided that the owner <br /> shows proof every two years that the dog has shots <br /> withinthat period and provided that the address <br /> of the owner remains the same. A certificate of <br /> vaccination authorized by a licensed veterinarian <br /> for rabies shots must be presented at the time <br /> of licensing and within every two year anniversary <br /> date thereafter. <br /> Amended to Read: All dogs kept or maintained by <br /> their owner within the corporate limits of the City <br /> of Centerville shall be licensed and registered <br /> if over six months of age.
