Park and Recreation Meeting Minutes <br /> Thursday, November 4, 1988 <br /> Present: Carol Pelton Steve Dixon <br /> Cindy Paschke Carol Fritchie, Council Liaison <br /> Gerard LeTendre <br /> The meeting was called to order at 7:20 p.m. LeTendre made a motion <br /> to accept the October minutes as written, second by Pelton, unanimously <br /> accepted. <br /> There were residents present that objected to the Hardwood Ponds Estates <br /> park land dedication. Enclosed is a copy of a petition from the residents, <br /> a notice placed at Tripple's Market, and a list of the residents present <br /> at the meeting. Some of the audience comments were: a path along the <br /> pond would open up the area to A.T.V.'s, vandalism, the residents would <br /> lose their privacy, the liability of the city, with the removal of the <br /> cattails there would be no ducks, and there is not enough at Royal <br /> Meadows Park to accomodate others from other developments. After <br /> some discussion, the P & R members asked the residents what measures <br /> they felt should be taken to provide them with the least amount of <br /> intrusion due to the pathway being put in next to the pond. Measures <br /> that will be taken are posts with cable at the entrance to the trails, <br /> big boulders on the abutting park property line, tree lines along the <br /> property edge, edge planting at pond (cattails), and to have the trail <br /> grass, not gravel or bituminous. <br /> Paschke made the motion that in the future, when it is appropriate, that <br /> adjacent land owners be notified of park land and /or trailways along with <br /> the development notifications, second by LeTendre, unanimously accepted. <br /> Dan Kupfer of 1761 Center Street, was present to apply for the vacant <br /> Park and Recreation Committee seat. P & R members decided to talk <br /> with another person applying for the position who was unable to attend <br /> this meeting,before making a recommendation to the City Council. <br /> LeTendre made a motion to recommend to the Centerville Economic Task <br /> Force that they ask for current as well as historical pictures in their <br /> photo contest, second by dixon, unanimously accepted. <br /> P & R requests a copy of the amendment to ordinance 4. <br /> P & R requests that the City Clerk inform them when the $2,320 will be <br /> coming from Hardwood Ponds Estates. <br /> LeTendre made a motion to request that the City Council approve no <br /> billing of the sewer bill for the park building this year as the facilities <br /> will not be complete this year, second by Dixon, unanimously accepted. <br /> P & R reduced their 1989 budget, and will be getting a revised copy out. <br /> P & R requests a site plan of the Centerville Heights park land. <br /> Paschke made the motion to recommend to the City Council that for <br />
