PARK AND RECREATION COMMISSION <br /> July 14, 1987 Meeting Minutes <br /> Present: Carol Zoff Pe lton Jerry LeTendre Steve Appel <br /> The meeting vas called to order at 7:08 p.m. <br /> After a review of the minutes, Appel made a motion to accept the minutes, LeTendre <br /> second, unanimously accepted. The P&Z and Council minutes were reviewed. <br /> A motion was made by LeTendre to recommend to the council that they recind their <br /> decision to use the Cedar Street site as a depository for road construction fill. (pg. 4 - 5. <br /> June 10, 1987 CC minutes) The reasons are that the oaks on the site will not tolerate <br /> additional soil on their root area and the soil to be dumped is primarily a heavy clay <br /> which is not a good base for grassy cover. Second by Appel, unanimously accepted. Ve <br /> wondered if the excess soil might be of' use at the Centerville Heights park site. <br /> Motion by Appel to recommend to the council that the City not abandon the Sorel Street <br /> Extension so as to allow for downtown pedestrian access to Centerville Lake as per the <br /> proposed Park & Recreation master plan. Second by LeTendre, passed unanimously. <br /> Motion by LeTendre to recommend that the council approve another ball tournament at <br /> Central Park as per a request by Jerry Jolly for July 25, 1987. Proceed on issuing the <br /> permit only if Mr. Jolty persues it further. Second by Appel, passed unanimously. The <br /> Commission requests that any complaints brought to the attention of' City Staff that <br /> involve these tournaments or other Park use please be listed by date and complaintant <br /> for our review and action to correct any problems and avoid future ones. <br /> P &R asks for confiirmation that the $200.00 non - refundable ball field we fee is entered <br /> into the P &R fund to help cover operational costs. <br /> Appel said he needs Reciepts and Disbursements for ,Jan 1 -14, March 1 -11, and April 23 <br /> - 30 from the City Clerk. Appel then gave a financial update. The only excessive <br /> spending per the 1987 budget was $350 spent v.s. $200 budgeted for park summer <br /> maintenence. This is due to the fact that this is the first year that all labor is kept track <br /> of and billed to P &R du ectl y. <br /> Orville Hughes made an appearance and provided an update on park conditions per the <br /> maintenance department. He informed w that he hauled in 24 yards of black dirt to <br /> Royal Meadows Park and this was then leveled off. He is going to seed for better cover. <br /> Orr reported that the tennis court is worsening, the hole is 2Y larger. Dry clarified that <br /> the fill to be brought.to the Cedar St. site was to be used to build up the drive area only <br /> and this was acceptable to the Commission. <br /> The Commission made revisions to the Central Park parking lot layout in the proposed <br /> master plan to accommodate 100+ vehicles and provide more space between the parking <br /> and the ball field. The changes include a 50' x 125' extension from to southwest corner <br /> of the existing lot and extending the western edge of the existing lot up to the western <br /> property line. LeTendre has the revised plan and will contact the Lions so they can <br /> proceed as soon as possible with construction efforts. <br /> LeTendre said that the warming house building plan will be drawn up by Anchor Block <br />
