Mern
TO: Parks and Recreation Committee
FROM: Teresa Bender, Clerk/Treasurer .
SUBJECT: Parks and Recreation Director
DATE: October 4, 2000
It has come to my attention that Mr. Bill Bisek has placed an advertisement in the Quad
Press for indoor volleyball teams with interested individuals contacting himself or
another employee of Kelly's. Mr. Bisek has also made arrangements with the school for
the same event. Is Mr. Bisek providing these services as a representative of the City, a
City staff member, himself or Kelly's?
I have some concern in regards to budgets, financial reporting and record keeping. Who
will and how will this be conducted? What happens if there is a profit, loss and who will
know? Does the City of Centerville's Parks and Recreation Committee sponsor these
events? And if these programs do not produce a profit is Parks and Recreation willing to
pick up the tab or is the General Fund available for this?
I request that the committee reconsider providing staff internally (all aspects, part-time if
necessary and jointly providing programs with Lino Lakes -much more efficient
financially, reporting back to the committee, and City staff abreast of upcoming
activities), YMCA (would take care of all aspects) or clearly define Mr. Bisek's roll and
corresponding financial responsibilities to Kelly's, the City, himself and staff.
Thank you for your consideration.
