Member Rob Sheppard stated that the current structure has an attached cement stairway <br /> that extends approximately five (5) feet from the storefront and on the house side the <br /> concrete retaining wall and steps extend approximately nine (9) feet from the building. <br /> Currently, from curb to foundation of the front of the building there is twelve (12) feet. <br /> Subsequent to the site being surveyed and "pinned" at four (4) feet from the curb (80 feet <br /> "pinned it through the building "). DCS Properties is requesting to put a six (6) foot porch <br /> with stairs protruding on the storefront. The porch itself would be six (6) feet from the <br /> curb and the stairs/steps would protrude (the bottom of the stairs) to four (4) feet from the <br /> curb. Mr. Sheppard stated that the house immediate to the side of the structure's steps are <br /> approximately three (3) to three and one half (3 '/) feet from the curb. <br /> The Commission questioned if the presented exterior renovation of the building was in <br /> conjunction with the architectural approval of the Downtown Revitalization Committee? <br /> Mr. Sheppard stated that at present, no criteria has been formalized; however, DCS <br /> Properties' plans support a "western style" exterior which is one of several themes being <br /> discussed by the Committee. Mr. Sheppard expressed DCS Properties' desire to <br /> implement the renovations promptly. Mr. March reported that an informal presentation <br /> of the exterior was presented to the Downtown Revitalization Commission at their recent <br /> workshop. Discussion ensued regarding the need for handicap railings and accessibility <br /> that would apply with the current building code. Mr. Sheppard noted that the that the <br /> current renovation plans would comply with existing building codes and that there was a <br /> handicap accessible entrance in the back of the building. <br /> The committee discussed the property's current zoning as being Commercial/Industrial, <br /> Mixed Use, its zero setback and the need for a variance. Currently, there has not been a <br /> request to modify zoning. <br /> Chairperson Hanson called for a motion to open the public hearing regarding DCS <br /> Properties, LLC — Variance Request (1695 Main Street) to hear public comment. <br /> Motion by Member Kilian, seconded by Member Brainard to open the public hearing <br /> regarding DCS Properties, LLC — Variance Request (1695 Main Street). All in favor. <br /> Motion carried unanimously. <br /> Mr. Bob Sherran (1691 Main Street) stated that he felt that the renovations would be a <br /> very attractive entrance to the City. <br /> Discussion ensued in regards to several other variances that are currently on hold <br /> requesting zero setbacks (outbuildings). Discussion continued in regards to the <br /> applicant's removal for consideration; however, at the time the requests were made they <br /> would have been denied. The Chair read several excerpts from Ordinance #4 referring to <br /> the criteria that must be met prior to granting a Variance. <br /> 1.
