Centerville is a partner in the Tri -City Police Department. The joint <br /> powers agreement was signed by all three communities last night. Mayor Wilharber, <br /> Robert Wright and Jon Grahek were all swom in to be representatives for the City of <br /> Centerville. <br /> * I met with YMCA Director Daryl Silverness this moming. Mr. Silverness provided me <br /> with a draft development agreement that the YMCA has with the City of Lino Lakes. The Y <br /> has nearly 4.5 million commited to this project already. They still need to raise <br /> approximately 1.5 to 2 million. They plan to construct an approximate 37,000 square foot <br /> facility that would include a teen center, gym, indoor pools, running /walking track, <br /> cardiovascular /strength training area, aerobic studio, family program space and Child <br /> Watch. The City of Lino Lakes is contributing approximately 1.5 million in cash and <br /> another $500,000 in -kind contribution of land. In exchange, Lino Lakes residents will <br /> receive a 10% discount on their annual fees and a 25% reduction in their initiation fees for <br /> a period of 15 years. The Y is extending the same type of offer to the residents of <br /> Centerville. It would cost Centerville approximately $250,000 for the same package. This <br /> contribution could be spread over a period of five years. I explained to Mr. Silverness that I <br /> thought a proposal would have a better chance of being approved if the proposal included <br /> a formal recreation program for the Centerville youth hosted at the Centerville Elementary <br /> School or one of the City parks. Mr. Silverness indicated that they plan to offer summer <br /> recreation programming in Centerville and that they would be happy if Centerville <br /> participated in the summer programming, regardless of whether or not the City wanted to <br /> participate in an offer to acquire reduced membership fees for Centerville residents. Mr. <br /> Silverness will be bringing back a proposal for summer recreation programming in a couple <br /> of weeks. They have already begun looking for staff to coordinate summer programming. <br /> They will be providing summer programming at the Rice Lake Elementary School. <br /> * I spoke to Dick Hubers yesterday. Mr. Hubers was having his attorney review the draft <br /> purchase agreement. Paul Palzer and I will be walking through Eagle Trucking at 10:00 on <br /> Monday morning to see what type of personal property Mr. Hubers is offering to have stay <br /> • <br /> 2!11/00 <br />
