The study encompasses the historic downtown of <br />CentervUle. The boundaries are generally Centerville Lake on <br />the west, 'h bloc\{ east of Progress Road on the east. <br />WesMeNl Street on the north and 'h block south of Heritage <br />Street on the souIh. <br />Q. Why is the City developing,] vision for Oownto\'m? <br />A. Re6idential development in and around Centerville has <br />grown at a steady pace over the last feN years and will <br />continue to for the foreseeable Mure. The average household <br />income in Centerville is 29 percent above the <lVerage income <br />within the Twin Cities metropolitan area. These \'NO factors <br />create increased demand for commercal development The <br />City of CentervUle wants to work with existing land and <br />business owners within the downtown to define a vision for the <br />future of the area. So, when redevelopment within downtown <br />is proposed it responds to the needs of lhe community. <br />Q. Has the CJty created gO.J15 for the redevelopment? <br />A. Yes. The primary goal is to attract reinvestment to the City's <br />downtown area as a mixed-use residentiallrelaiVoffice area. <br />Secondary goals indude: <br />. Broaden and strenglhen the Cily's housing stock <br />. Improve access to Centerville Lake and promote as a <br />community resource <br />. Eliminate and prevent condtions of phyllicel and economic <br />blight and deterioration <br />. Maintain the small-lown character of lhe community <br />. Expand employment base; and, <br />. No. The City has entered into a planning agreement with <br />Damon Farber Associates to assist in developing a community <br />driven plan for the downtown that recogniZes market realities. <br />Q. What IS the role of tile CIty in future rcde1ielopmcnP <br />A. It is the role of the City to ensure lhat community goals fur <br />lhe downtown have been identified and that any <br />redevelopment is consistent with community goals. The City <br />must also ensure that lhe community is informed and involved <br />lhroughoul the process. It must guide development, identify <br />impacts and benefits, ensure there are no negative impacts on <br />lhe City's finances, and ensure that the redevelopment meets <br />the existing needs of residents. In addition, the City must make <br />sure that the essential character of the community is <br />maintained within the development. <br /> <br />Q. No. For any redevelopment to move forward, it will need to <br />make financial sense, there must be a market fur it, and ~ must <br />be consistent with community goals. Redevelopment <br />proposals that do not pass anyone of lhasa lhree tes\s are not <br />successful. The City will INOrk hard with lhe community and <br /> <br /> <br />potential developers to identify redevelopment that fils the <br />community goals and will be market and financially feasible. <br />Q. How will the redevelopment be funded? <br />A. The project costs lNOuld be funded primarily by the <br />developer's private financing, closely related to future sales <br />and rentals of residential unils and commercial properties.
