<br />PROGRAM YEAR 2006 <br />ANOKA COUNTY - CDBG APPLICATION <br /> <br />NARRATIVE QUESflONS <br /> <br />Please answer the following questions on a separate sheet and submit it along with your application. <br /> <br />NOTE: These questions MUST be answered and submitted with your application by the application deadline. <br />Aoolications submitted without the narrative <lUestions will be reiected as incomolete. <br /> <br />1. Provide a detailed description and specific timeline of your proposed 2006 project. <br /> <br />The City ofCenterville is proposing to buy lots 8 and 13, block 7, Centerville and construct a storm water pond/system to <br />support the development of a retail/housing complex on the adjacent city property (see illustrations exhibit). Land <br />acquisition will occur in August 2006; demolition will occur in September 2006; and, storm water pond/system <br />construction will occur between October 2006 and July 2007. <br /> <br />2. What will you accomplish with CDBG Funding? <br /> <br />In a low and moderate income area of the community (see low and moderate income substantiation exhibit), the City of <br />Centerville will acquire land, demolish the substandard vacant structures on the acquired land and and construct a storm <br />water pond/system to support the development of a retaillhousing complex on the adjacent city property (see <br />retail/housing complex exhibit). Eleven affordable apartment housing units will be constructed on the second floor of the <br />retaillhousing complex. The first floor will contain sixteen thousand square feet of retail development. <br /> <br />3. Describe the qualifications you have in relation to the proposed project/program administration, including the extent <br />and length of experience you have in developing, managing, and/or administering this or similar projects/programs. <br /> <br />Currently, the city is successfully adminstering an Anoka County CDBG plannuing grant (see planning grant exhibit). <br />City staff have administered similar successful projects in other communities using CDBG funds. <br /> <br />4. Please provide an explanation for any unusual budget expeuditures listed in the line item budget. <br /> <br />NA <br /> <br />5. Explain why you consider your program costs to be reasonable. <br /> <br />The Anoka County Assessor has provided land value information to determine the land acquisition budget cost and city <br />engineer has estimated the demolition budget cost and storm water poud/system construction budget cost. <br />Based on this information, the program costs are reasonable. <br /> <br />6. For Public Service Agencies, describe any increase in services, new service to be provided, or expansion of services. <br /> <br />NA <br /> <br />Page 6 <br />
