TO: Parks & Recreation Committee <br /> FROM Kim Stephan <br /> giNEM <br /> DATE: February 25, 2010 <br /> SUBJECT: Updates -- Trail & Sidewalk Map, Bald Eagle Water Ski Club, Brushing/Trimming at <br /> Trailside Park <br /> Included in your packet is the latest Sidewalk & Trail Map prepared by Bonestroo and proofed by Public Works Staff. <br /> This includes the trail and park additions for 2010. A black & white version is going in the 2010 — 2011 Business <br /> Directory so the `future' part of the trails was removed and the parks were named. City Council approved the naming <br /> of Trailside and Cornerstone Parks. <br /> The following update is from Mr. Mark Spitzmueller, Bald Eagle Water Ski Club via email: <br /> We had a group from the club at the site last Saturday (February 6, 2010) to check water depth and course layout and <br /> everyone agreed it should be workable. We will likely need to add some Length to our dock to get to an adequate depth <br /> for the boat, but everyone seems to think it will not be a big deal. Shoreline and tree trimming were the biggest <br /> concerns for landing access and viewing. 1 am curious to know what the engineers have in their plans for addressing <br /> the trees and shoreline. <br /> We also discussed weed control and would like to speak with the city about addressing that area. Last year the weeds <br /> were terrible in the new area. They were also bad at the Water Works site and I think it was an especially bad year <br /> overall. It seems the weeds usually die back in early summer, but last year they seemed to never go away, probably <br /> because of the low water level. <br /> Ms. Stephan replied: Regarding the weeds in Centerville Lake - I will pass it on to Public Works and the City <br /> Administrator, but it is unlikely the City would do any thing. That is most likely a DNR or perhaps even a Lake <br /> Association issue and while the City may like to do something, it would not be in our budget to attempt a project like <br /> that. 1 brow there is a Peltier Lake Association, not sure if there is one for Centerville Lake. <br /> Mr. Dallas Larson responded: While it seems reasonable to ny clean up the brush from the shoreline, it is unlikely <br /> that we would do anything about the weeds in the lake. <br /> Brushing/Trimming Lakeshore at Trailside Park <br /> Mr. Dallas Larson requested and received permission from St. Paul Water Utility to brush and trim the lakeshore as <br /> well. This was necessary because while the City owns the park property, St. Paul Water Utility retains the Lakeshore. <br /> Public Works brushed and trimmed trees the week of February 22 and volunteers from Parks & Recreation and Bald <br /> Eagle Water Ski Club are scheduled to haul all the brush off the lake and place in piles near the trail of Saturday, <br /> February 27, 2010. Public Works will then chip it. <br /> Mr. Paul Paper, Public Works Director sent the following concern via email: <br /> Just letting you know that there is a concern about clearing the brush and trees in the area of the manhole and <br /> sanitary line along the lake in the park The line is less than ten feet from the lake and f the shoreline erodes any <br /> farther, it may affect the sewer line. <br /> Mr. Tedd Peterson, Public Works, Mr. Mark Spitzmueller, Bald Eagle Water Ski Club, and I discussed the <br /> issue of the sewer tine, as well as erosion of the bank. The trees will not be removed, but will be trimmed up as <br /> far as Mr. Peterson can reach. The stabilization of this bank should abo be addressed. Mr. Peterson suggested <br /> rip rap when the park is being developed and requested the committee discuss this with Mr. Stair, City <br /> Engineer. <br />
