Pawn Shop Ordinance MOTION by Ms. Brossard-Vickers to recommend the Pawn Shop Ordinance with additions to the City Council contingent upon Police ChiefVanBurkleo's approval. Ms. Broussard-Vickers asked that Staff draft a resolution indicating the associated fees. Motion seconded by Ms. Vermeulen. Motion carried unanimously. APPEARANCES Lynette Christen - Restaurant Concept Plan Ms. Lynette Christen briefed the Commission on a proposed restaurant concept plan. Ms. Christen planned to build on a commercial lot north of Main Street (CSAH 14). Ms. Christen commented the plan and lot has been designed to accommodate future expansion. In addition, she distributed a preconstruction/construction time chart with an anticipated opening date of February 17, 1998. Ms. Christen requested recommendations or comments from the Planning and Zoning Commission. Ms. Welk replied that comments will be delayed since the Commission did not have an opportunity to observe the concept plan. Mr. March mentioned Staffis working with Ms. Christen on several aspects of the preconstruction phase. Ms. Gaustad suggested once the City receives the grading and building plans, a preconstruction meeting should be set. Ms. Christen stated she will submit these plans as soon as they are completed. DISCUSSION ITEMS Proposed Budaet for 1998 MOTION by Ms. Vermeulen to request $1,500 for the 1998 Budget, share the cost to codify the City Ordinance, contingent upon the City Council matching funds. Motion seconded by Ms. Brossard-Vickers. Motion carried unanimously. Tobacco Ordinance The Commission requested Staff research Tobacco Ordinance goals from surrounding communities and report findings.
