Planning & Zoning Commission <br />February 17, 2004 <br /> <br />Meeting Minutes <br /> <br />is not in favor of the location of the trail ways and that he is not a member of Park and <br />Recreation. He however, has a concern with the proximity of the roadway to Center <br />Street. Commissioner Wilharber stated that tax laws have changed, the property has sat <br />for a long time and the buildings are getting older. Commissioner Wilharber stated that <br />he felt this was a good project. Mr. Keleher thanked the Planning and Zoning <br />Commission for their comments and stated that they would be looking at their ideas. Mr. <br />Keleher also stated that they would be working with Anoka County prior to submittal of <br />any additional plans in the future. Commissioner Wilharber stated that he has a trail that <br />runs directly along his property and at one time owned quite a bit of property and that <br />naturally things change unless you own it all. <br /> <br />Chair Hanson asked if there were any other questions or comments. An audience <br />member questioned when construction would commence. Mr. Keleher stated it was <br />anticipated to commence in May or June with the demolition of the buildings and then <br />grading. Mr. Keleher anticipated that the building of model homes would commence this <br />year. Commissioner McLean questioned whether if required by the County to relocate <br />the roadway farther south, would the zoning of Commercial for the two lots need to be <br />reconsidered. Mr. Keleher stated that same was a good question; however it would <br />probably stay the same. Council Member Broussard Vickers stated that safety vehicles <br />needed to be taken into consideration also. Ms. Moore-Sykes stated that the roadway <br />would not connect with the Pheasant Marsh subdivision. Council Member Broussard <br />Vickers concurred due to a five to seven acre outlot parcel in that location. <br /> <br />Chair Hanson asked for additional comments. <br /> <br />Ms. Essex desired to discuss the snowmobile problems she has encountered with the <br />creek and questioned who she should contact. She explained that she has contacted the <br />Department of Natural Resources and Rice Creek Watershed and they directed her back <br />to the City. Council Member Broussard Vickers state that the creek is public waters. Ms. <br />Moore-Sykes concurred and stated that the City has no jurisdiction over it. Council <br />Member Broussard Vickers stated that when the Cities of Hugo and Lino Lakes modify <br />their ordinances, the City would probably follow accordingly. Mr. Mehsikhomer <br />questioned why Centerville needed to wait for others and why not be the leader instead. <br />Ms. Moore-Sykes stated that she did speak with the Administrator of the City of Hugo <br />and they have a snowmobile trail system that runs through their community and with the <br />cooperation of the Washington County Sheriff’s office policing of those same trails. <br />Snowmobiles are not allowed in residential areas and only on those specifically dedicated <br />trails. Commissioner Wilharber stated that Council would be the group to discuss this <br />issue with and they will direct staff to modify ordinances if so desired. Ms. Essex <br />thanked the Commission for their input. <br /> <br />Commissioner Wilharber motioned and seconded by Commissioner Lakso seconded <br />to close the public hearing for the requested rezone from I-1 to R-2A, Lot Split and <br />th <br />Comprehensive Plan Amendment for 6867 – 20 Avenue at 7:30 p.m. All in favor. <br />Motion passed unanimously. <br /> <br />Page 8 of 12 <br /> <br />
