Motion carried unanimously. <br /> <br />Chair Hanson indicated that this matter would be on the June 25,2003 Council agenda. <br /> <br />2. Ordinance #31 - Providing for Licensing and Bonding of Individuals, Firms, <br />CorP., Contractors and Subcontractors <br /> <br />Chair Hanson opened the public hearing at 6:55 p.m. <br /> <br />Ms. Moore-Sykes indicated that she had received a request from Council to place this on <br />the agenda for public hearing and reconsideration of whether individuals should be <br />licensed and bonded within the City for construction activities. <br /> <br />Ms. Moore-Sykes indicated that an administrative fee of $25 would be charged annually <br />to the contractors to provide the license. <br /> <br />Commissioner Wilharber asked how this would be policed especially with all the <br />building going on in Pheasant Marsh. He then said that the ordinance dates back to 1978 <br />but, in 1978, there was not this much development going on at the same time. <br /> <br />Ms. Moore-Sykes indicated that Staff could tell the contractors when they come in for a <br />building permit that they need to be licensed by the City. <br /> <br />Commissioner Wilharber indicated that there were some things that a permit is not <br />required for. <br /> <br />Ms. Moore-Sykes indicated that if you do one trade you are not required to have a license <br />by the state of Minnesota. She then said that, if you are required by the state of <br />Minnesota to have a license, then you are required to have a City license. <br /> <br />Commissioner DeVine suggested listing the state licensing number on the building <br />permit rather than requiring more staff time and an additional fee. <br /> <br />Council Liaison Broussard Vickers indicated that she saw one memo from one Council <br />person about changing this. She then said that she does not think that $25 was enough to <br />cover the staff time for this extra requirement. She further commented that she felt that it <br />was the responsibility of the homeowner to research and determine whether the <br />contractor they are hiring is reputable. <br /> <br />Chair Hanson indicated that most respectable firms are licensed and insured and if a <br />homeowner uses someone that is "fly-by-night" it is their responsibility. <br /> <br />Commissioner DeVine indicated that he feels that the state is cutting funding to cities so <br />the City should utilize the fact that they license contractors and use their information. <br /> <br />Page 4 of 10 <br />
