<br />Planning and Zoning Connnission <br />Meeting Minutes <br />Aprill,2003 <br /> <br />Commissioner Klennert Hunt indicated she felt the information should stay under traffic <br />yielding not under definitions. Ms. Moore-Sykes suggested indenting the section under <br />Section 5 and leaving it in as it is important language that warrants repeating. <br /> <br />Council Liaison Broussard Vickers asked whether the language making the owner of the <br />snowmobile responsible for violating the ordinance not just the operator. <br /> <br />The Commission requested that under section three restrictions a number 12 be added to <br />hold the owner accountable for any violations with their machine. <br /> <br />Motion by Commissioner De Vine, seconded by Commissioner Wilharber to <br />recommend to Council approval of Ordinance 17 A with the amendments. All in <br />favor. Motion carried unanimously. <br /> <br />2. GarbageIRubbish Ordinance <br /> <br />Commissioner Klennert Hunt indicated that independent contractor should be replaced <br />with a person authorized by the City to perform collections on the first page. <br /> <br />Council Liaison Broussard Vickers asked whether the City needed to designate a disposal <br />location in Anoka County or if the language could be more generic to allow for changes <br />in requirements that would not require amending the ordinance. <br /> <br />Commissioner Klennert Hunt suggested using the language at the Anoka County <br />designated facility as the state delegates the authority to the County. She then asked that <br />after must maintain receipts Anoka County be removed. <br /> <br />Commissioner Klennert Hunt questioned whether the City really wanted to prohibit <br />residents from putting their garbage out the night before pickup. <br /> <br />Discussion ensued and the Commission agreed to add language to allow residents to put <br />their garbage cans out no sooner than 12 hours prior to pickup. <br /> <br />The Commission discussed the insurance requirements and determined that <br />100,000/300,000 was adequate and asked that Staff verify that the current carrier meets <br />the insurance requirements. <br /> <br />Commissioner Klennert Hunt asked than an "f' be added to the "0" on page 3 to make <br />the word "of." <br /> <br />Commissioner Klennert Hunt asked for an explanation of the termination of licenses <br />when ordinance takes effect. <br /> <br />Page 2 of 5 <br />
