<br />Planning and Zoning Connnission <br />Meeting Minutes <br />Aprill,2003 <br /> <br />Ms. Moore-Sykes explained that Mr. Hanson's concerns were if the facility would be a <br /> <br />concrete manufacturing facility and, since that is not the case, the questions are not <br /> <br />relevant. <br /> <br />Motion by Commissioner Wilharber, seconded by Commissioner DeVine to <br />recommend to Council approval of the site plan for J and L Construction at 2016 <br />Gateway Circle pendin2 Rice Creek Watershed District approval. All in favor. <br />Motion carried unanimously. <br /> <br />2. Proposed Amendments Lawn and Garden Watering Ordinance <br /> <br />Ms. Moore-Sykes indicated the public works staff would like to amend the ordinance to <br />restrict watering to after 6:00 p.m. on odd and even days based on addresses. <br /> <br />Commissioner DeVine reviewed the ordinance with the Commission. <br /> <br />Commissioner McLean asked if a new water restriction notice was needed. <br /> <br />Council Liaison Broussard Vickers indicated the notice was not necessary for the <br />ordinance and said she would like to use the word may provide a warning so the City is <br />not required to do so. <br /> <br />Commissioner Lakso asked whether new lawns should be added as an exemption. <br /> <br />The Commission asked that language concerning new lawns be added to 4.3. <br /> <br />Motion by Commissioner Klennert Hunt, seconded by Commissioner Lakso to <br />recommend approval to Council with the amendments. All in favor. Motion <br />carried unanimously. <br /> <br />3. Proposed Amendments to Sump Pump Ordinance <br /> <br />Ms. Moore-Sykes indicated that the amendments would allow Staff the ability to put in <br />the remote reading information. <br /> <br />Council Liaison Broussard Vickers indicated she did not feel it was necessary to provide <br />four notices before fining people. <br /> <br />The Commission agreed that two notices would be adequate with a fine on the third <br />notice. <br /> <br />Motion by Commissioner Wilharber, seconded by Commissioner DeVine to send the <br />ordinance back to Staff to provide notice information and present it to the <br />Commission for review.
