�� � <br /> f <br /> City Attorney Hoeft reported that the City could place a maratorium on development; <br /> however, the City would be required to perform various studies to determine how <br /> additional development would affect the City. Mr. Hoeft stated that it be beneficial if the <br /> City took a proactive approach by declaring a development moratorium and begin the <br /> studies rather than trying to discourage a developer once they have presented the City <br /> with development p1ans. A moratorium could last up to 2'/z years, but rarely does as the <br /> studies are completed prior to the expiration of the 2%z year period. <br /> Council Member Sweeney questioned the cost of the studies required. Mr. Hoeft <br /> indicated that the City would need to hire outside consultants and felt that it would be <br /> very costly for a city such as the size of Centerville. <br /> City Attorney Hoeft indicated the City does have the means to stop development; <br /> however, suggested that a moratorium not be taken lightly. <br /> XIII.
