Mr. March reported Mr. Navin (Park and Recreation Chairman) did not foresee the Park and <br /> Recreation taking property in lieu of cash. However, Mr. Porter (Park and Recreation Member) <br /> su��ested the city take the park funds. <br /> Councilmember Helmbrecht questioned the Developer as to the purchase price of the property. <br /> Mr. Buechler responded the purchase price has not been settled. Mr. Buechler confirmed a four <br /> unit subdivision would not require a 10 percent park dedication fee. Mr. Jay Mcl�Tab (Mr. <br /> Buechler's legal council) defined the ordinance pertainin� to 10 percent of land value as "the land <br /> value" prior to subdivision or in its current status. <br /> CounciImember Brenner requested Park and Recreation's recommendations prior to Council <br /> action. <br /> Mr. Lloyd Drillin�s (7185 Mound Trail) implied the park dedication fee ordinance was desiQned <br /> with the idea to obsorb the population impact on the community, namely the parks. Whereas, this <br /> smalt development will not have a si�nificant impact on the community. Mr. Hal Liebel (7397 <br /> Main Street) shared because of the condemnation process Anoka County took hundreds of acres <br /> for park purposes. Mr. Drillin�s commented that five Iots will have less impact on the community <br /> then a 42-lot development. <br /> Mr. Jim Hoeft (Legal Council) noted the value of a property is based on recent sales and the <br /> purchase price. For example, the amount of dollors paid for the vacant land is the worth of the <br /> land. The Council discussed the City's history re�ardin� park dedication fees. Counciimember <br /> Brenner and Helmbrecht favored tabling the issue until the Parks and Recreation Committee has <br /> an opportunity to make recommendation. Councilmember Buckbee favored neaotiatinQ the park <br /> fees between the Developer and the City. Mayor �Vilharber favored ne�otiatinQ a fee, but felt the <br /> $900 per lot fee, is too inexpensive. <br /> Councilmember Buckbee moved to direct Citv Staffto investitrate Parkview. Acorn Creek. and <br /> ('learwater Meadows land value/ t�ark dedication fees and the ratio in combarison to the 10 <br /> nercent of land vs �.ark dedication fees within the last two vear. Councilmember Helmbrecht <br /> seconded the motion.
