To the City Council: <br />City staff did an abbreviated speed study on Monday, April 12, between noon and 2:00 <br />p.m. on the stretch of CSAH 14 between City Hall and 20 Avenue. Two periods of <br />about twenty minutes each were monitored using a LIDAR speed gun provided by the <br />Centennial Lakes Police Department. One period was between 12:28 and 12:49, the <br />second between 2:00 and 2:18 p.m. It was a clear day with dry pavement. Traffic was <br />monitored during off -peak periods as MNDOT guidelines require. <br />Findings are summarized as follows: <br />Compliance with the posted speed is virtually 100 %. <br />Traffic consisted of 104 vehicles during the two periods. <br />62 vehicles were traveling eastbound. <br />42 vehicles were traveling westbound. <br />Five vehicles exceeded the posted speed and the maximum clocked speed was 47 mph. <br />85 percentile speed was 43 mph. <br />58% of vehicles were traveling less than 40 mph. <br />85 percentile eastbound was 42 mph. <br />85 percentile westbound was 44 mph. <br />In summary, it appears from this monitoring that the chances are near zero that a speed <br />study would result in an increase in the posted speed limit. Whether the findings would <br />result in a reduction in the speed limit is uncertain. <br />Dallas Larson, Administrator <br />
