City of Centerville <br />Council Meeting Minutes <br />April 14, 2010 <br />Motion by Council Member Broussard Vickers, seconded by Council Member Paar <br />to authorize Raffle Permit for St. Genevieve's Catholic Church — Golden Bovs <br />Benefit, Julv 25, 2010. All in favor. Motion carried unanimously, <br />6. Transient Sales Permit, Window Concepts of MN — April 15 - Mav 15, 2010 <br />City Administrator Larson reviewed background information. <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar to <br />authorize Transient Sales Permit, Window Concepts of MN — April 15 to Mav 15, <br />2010. All in favor. Motion carried unanimousiv. <br />7. Parade and Planning (Held after Closed Executive Session) <br />IX. ANNOUNCEMENTS/UPDATES <br />I . City Administrator Dallas Larson <br />City Administrator Larson reported the Clearwater Drive pavement issue needs to be <br />addressed, asking if Council would like to schedule a work session with the contractor to <br />discuss a course of action. City Council discussed and determined it would be best to <br />meet at the site, April 28, 2010, at 5:30 p.m., with the contractor. <br />City Administrator Larson also reported on Corner Express's interest in connecting the <br />restaurant, liquor store, and gas station to City water and asked what the cost would be. It <br />was noted the car wash would remain on the well. The City Council discussed the <br />original unit formula cost and today's unit cost, with the consensus being that since City <br />water wasn't originally available to the business, the connection fee formula to be used <br />should be the original formula. It was also decided if the car wash were to connect to <br />City water now, the original formula would also be used; however, if the car wash were <br />to connect in the future, the current formula would be used. <br />2. Mayor Capra (Fete des Lacs Parade, Flea Market/Good Turn Event. Census) <br />Mayor Capra reported the Fete des Lacs Parade would be taking place and thanked <br />Councilmember Paar for his help. She stated that Park and Recreation would be <br />sponsoring the Flea Market. Good Turn Event would have curb side pick -up donations <br />April 24, 2010 through May 7, 2010, with the event happening on May 8, 2010. <br />Mayor Capra also reported on Park and Recreation events, stating they are currently <br />looking for music groups for the Music in the Park, the 8K run is still planned, Movies in <br />the Park is being considered and a concession stand fundraiser is being discussed. It was <br />also mentioned that free skate night passes were still available. Earth Day clean-up has <br />been moved to Thursday, April 22, 2010, at 6 p.m., stating those interested in helping <br />with the clean-up could meet at City Hall. <br />Page 5 of 7 <br />City of Centerville <br />Council Meeting Minutes <br />April 14, 2010 <br />Mayor Capra stated she is grateful to be able to provide water services to twenty -five <br />homes in the City, all who qualify as low to moderate income, which has never been done <br />before. She asked that Staff send a letter of thanks to the Anoka County Board. <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Paar to authorize proceeding with Water Service Connection Proiect — Bonestroo, <br />not to exceed $9300.00. All in favor. Motion carried unanimously. <br />2. Maintenance Agreement — Stormwater Management Facilities (RCWD & City) <br />City Administrator Larson reviewed the background information. <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Paar to authorize Maintenance Agreement — Stormwater Management Facilities <br />(RCWD & Citv). All in favor. Motion carried unanimouslv. <br />3. Lease Agreement for City Owned Property Located at 1737 Main Street <br />City Attorney Glaser reviewed the lease agreement for the City owned property. <br />Motion by Council Member Paar, seconded by Council Member Love to authorize <br />lease agreement for Citv owned property located at 1737 Main Street. All in favor. <br />Motion carried unanimouslv. <br />4. Proposed Amendment to City Code, Chapter 91, Prohibiting the Use of Coal Tar - <br />Based Sealer Products within Centerville <br />City Administrator Larson reviewed background information stating the amendment <br />would eventually be required of the City. In being proactive, Staff recommends the <br />amendment to the City Code be implemented now. <br />The City Council discussed their concerns including, enforcement of the Ordinance, <br />retailers can continue to sell the product currently and private contractors not being <br />required to use a new product yet. After discussion it was the consensus of the Council to <br />direct Staff to review ways to educate the public via the City website and newsletter. <br />Assisting the residents with a list of sealer products that would be in accordance to the <br />upcoming Ordinance was also suggested. <br />Motion by Council Member Fehrenbacher, seconded by Council Member Paar <br />to table consideration of an amendment to Citv Code, Chapter 91, Prohibiting the <br />Use of Coal Tar -Based Sealer Products within Centerville. until the April 28, 2010 <br />Citv Council Meeting. All in favor. Motion carried unanimously. <br />5.
