Mr. Peterson stated it would be dependent upon Rice Creek <br /> Watershed, as modifications have been made since 1997. <br /> Mr. March stated that when the City compiled its Comprehensive Plan in 1997, Rice <br /> Creek Watershed District had not submitted a plan to the Metropolitan Council. At the <br /> time, the City requested that H.R. Green complete a Surface Water Management Plan for <br /> review by the Watershed District. At that time, the City was informed that they would <br /> have two (2) years following the completion of the Watershed District's Plan. <br /> Mr. March suggested submitting all dacumentation regarding this matter to Mx. Peterson <br /> and letting him determine if additional information is needed. <br /> Council Member Broussard Vickers questioned whether the funds would be expended <br /> from the Water Tower Fund. Mr. March stated that in his opinion, the funds should be <br /> expended from the Storm Sewer Fund as the plan relates to drainage. <br /> Council Member Capra stated she would prefer that a pond inventory be completed and a <br /> pond maintenance schedule be arranged commencing 2002 and suggested that Mr. <br /> Peterson work with Public Works to complete pond maintenance. <br /> � <br /> Mr. March stated he would like Mr. Peterson to instruct the Public Works Staff on pond <br /> maintenance for the pond that has received the most complaints. <br /> Mayor Swedberg questioned whether there was standard protocol for pond maintenance � <br /> determined by the Rice Creek Watershed District. Mr. March indicated that the <br /> Watershed District may have standards and stated he would research same. <br /> Motion bv Council Member Capra, seconded by Council Member Broussard <br /> Vickers to approve the Surface Water Management Plan for the required work as <br /> presented and to submit the current plan to the City Engineer for necessary <br /> corrections. All in favor. Motion carried unanimouslv. <br /> 3. Downtown Revitalization Project <br /> Mr. Peterson thanked Council selecting Bonestroo, Rosene, Anderlik & Assoc. and <br /> requested that Council define the portion of the project they would be responsible for and <br /> what Shea Architects would be responsible for. Mr. March explained Shea Architects <br /> would be focusing on building components around the commercial properties and <br /> Bonestroo would provide ala carte streetscape amenities. <br /> Council Member Broussard Vickers stated she felt there was enough information for a <br /> basic meeting with the downtown businesses and residents. <br /> Mr. March suggested holding the meeting in mid-May.
