Plan now attd set aside resources (land <br /> and/or money) to reach these goals as opportunities present themselves in the short term and long term. Provide adult type parks <br /> allowing people to have picnics or just to enjoy being outside. Provide:park resources to allow citizens lake access and a pier. Provide I <br /> pazk resources to allow outdoor orchestra and band concerts (the intention here is to provide for something like a city band to I <br /> perform). In summary, provide park acreage sufficient to satisfy the needs of the residents: for adult use,lake access, and concerts, and i <br /> also (most of this is covered already) sports use, playgrounds for children, and facilities for youth (such as a wheel park). I <br /> BACKGROUND I <br /> I <br /> Wouldn't it be nice to allow Centerville residents to sit at a picnic table next to Centerville Lake and watch the sunset? Ironically, I <br /> Centerville, the City of Lakes with a festival, "Fete de Lacs" named after lakes, has no lake access. It should and opportunities are I <br /> predictable. The ciry should be ready with funds earmarked for that purpose. I personally would prefer that rather than a bond issue. I <br /> Centerville has no adu�t type parks. Lamotte park, despite it's large size, is already essentially full with sports related resources. And <br /> despite Lamotte park's 20 acre size, our largest paark, the park acreage for Centerville has tumed out to be minnnal. The City of Circle I <br /> Pines has 120 acres of parks. Admittedly, some of that is wetland and unusable for sports activities, but it is certainly usable for open � <br /> space and gives people elbow room and great views. Open space, even if it is a wetland, is important. The 1997 Comprehensive Plan ' <br /> says Centerville has 31 acres of pazks, faz less than the 120 acres of Circle Pines. Circle Pines has a population of 4,663 and is <br /> essentially fully developed whereas Centerville has 3,202 but will reach about 5,000 when it is developed. I believe Centervil�e needs <br /> to make an extra effort to provide more open space and park resources for the residents of the future - somewhere around the 120 acre <br /> figure rather than the 31 acre figure. Developments must give 10% for park dedication either in land or money. I suggest all this <br /> resource be dedicated to land or land acquisition. That is, reserve land for parks as appropriate to a development and put the remaining <br /> park dedication money into a fund for land acquisition elsewhere in the city. But there is so little land left to develop, that I think other <br /> money needs to be earmarked for open space Iand acquisition. I would suggest that more pazk dedication money from the past should <br /> have been used for pazk and open space acquisition and that it now needs to be made up. What is approprtate park laud for a <br /> development? I like the guideline of a park within % mile of every home - which is a park every'/z mile. Tlus should be in the <br /> comprehensive plan. The nearest park from my house is over a mile away. Kids that grew up in our neighborhood had no place to play <br /> except in their own back yards. This does not provide a meeting place for kids or adults in neutral space and it stifles a sense of <br /> community. And fmally, Anoka County owns some property on the east side of Centerville Lake. Could this be made into an adult <br /> � type park with a name Iike Sunset Park? <br /> The potential for wonderful open spaces, parks, and interconnecting trails for Centerville with it's lakes and undeveloped land is <br /> TREMENDOUS!
