February 15, 2001 <br /> Council Meeting Minutes <br /> Mr. Peterson revievued the estimated costs for insta.11ation of electricity at the park with <br /> Council noting that the park would benefit from sewer, water and parking lot , <br /> improvements at some point. <br /> Council Member Capra clarified that $66,730 would provide power to electrical poles <br /> and a main junction�box in the park for a future building. Mr. Peterson concurred. � <br /> Mayor Swedberg summarized the costs stating that sewer would cost appro�cimately <br /> $15,000, water would cost approximately $3,000, paving of the parking lot would cost <br /> � approximately $62,000, concession building would cost approximately $125,000, and <br /> , electrical installation would cost approximately $67,000. Mayor Swedberg stated that the <br /> City could choose to phase in various improvements, do no improvements or complete all , <br /> improvements at one (1) time. <br /> Mr. Peterson stated that consideration should be given to the order of improvements if <br /> improvements are desired. For example the parking lot should not be paved unril sewer <br /> and water are installed at the park. Mr. Peterson also explained that the City has yet to <br /> receive approval for a submitted permit to connect to the MCES lift station. <br /> Ms. DeVine stated that funds for paving of the parking lot are contained in the Parks and <br /> Recreation Committee budget for 2002 or 2003. However, the Parks and Recreation <br /> Committee was not intending the paving the park lot until LaMotte Drive was repaved. <br /> Mayor Swedberg stated the proposed entire project would cost $312,000. <br /> Ms. DeVine reminded Council the Centerville Lions Club has proposed paying $125,000 <br /> for construction of a concession stand and the $62,000 for paving the parking lot would <br /> be expended from the Parks and Recreation Committee's budget. <br /> Mr. Bill Bisek, Kelly's Korner, appeared before Council and requested that Council fund <br /> the electrical installation as it would be a great asset to the community to improve the <br /> park and be able to host various recreational activities. Mr. Bisek explained that the park <br /> does not need everything proposed right now, but simply the electricity to make it <br /> functional. <br /> Council Member Broussard Vickers asked Mr. Bisek if the park had electricity and the <br /> City hosted softball tournaments, how the fees would be distributed. Council Member <br /> Broussard Vickers questioned whether the City would reta.in a portion of the fees. <br /> Mr. Bisek explained the teams are each charged an entry fee which in applied for <br /> purchasing trophies, maintenance of the fields, and other costs. The City could profit <br /> from concessions, parking, and by drawing people to the community. <br /> Council Member Broussard Vickers asked if it would be fair to say there would be, at <br /> some point, money to be made by the person or entity hosting the tournament and monies <br /> left over for the City. Council Member Broussard Vickers stated that it would be helpful <br /> if the City could rely on recouping improvement costs in a certain amount of time. <br /> Page 8 of 18 <br />
