;\ <br /> . <br /> Commissioner Brainard stated that an application needed to be completed by the <br /> � applicant requesting permission to display a banner and same would address the length of <br /> time the banner would be displayed for. <br /> It was suggested the City allow fourteen (14) days before the event and fourteen (14) <br /> days after the event. <br /> Commissioner DeVine stated it was the intention of the Commission to limit banners so <br /> they were not displayed for an indefinite period of time. Chairperson Hanson stated <br /> limiting the events to six (6) per year would allow people to promote events on major <br /> holidays. Commissioner McLean suggested allowing a fourteen (14) day window for <br /> putting the banner up and taking it down. <br /> Consensus was to limit businesses to six (6) events per year on temporary signs, as well <br /> as banners. <br /> EDC Member, Ms. Betsy Scheller, was present and sta.ted that businesses may desire to <br /> use a temporary banner on a regular basis versus constructing a more permanent sign. <br /> Ms. Fairbrother questioned whether a new business would be allowed to have a <br /> temporary sign until a permanent sign is installed. Mr. March explained that a temporary <br /> sign for a new business would be covered in a separate section of the Ordinance. <br /> Ms. Fairbrother requested clarification on painted signs. Specifically, if a sign would be <br /> allowed to be painted on the side of a building. Ms. Scheller questioned whether a mural <br /> would be considered a sign. <br /> Mr. March asked that changes to the Ordinance be cleaxly relayed to the recording <br /> secretary for clarity. <br /> Motion by Commissioner DeVine, seconded by Commissioner She�pard to close the <br /> public hearing. All in favor. Motion carried unanimously. <br /> Chairperson Hanson closed the public hearing at 7:48 p.m. <br /> III. APPEARANCES <br /> 1.
