r_ <br /> '' <br /> Con�iderations for Centerville from Wavne LeBianc, Jan 30, 2001 <br /> Specif c Tasl;s, Concerms, and Goals to Consider Right Now! <br /> • A SkateBike/Scooter Park should be top priority, to be located either belund City Hall or at LaMotte Park. <br /> It would be a highly visible accomplishment and demanstrate attention to our youth. <br /> • Put the trail plan in the Comprehensive Plan. <br /> • Design two trails enough so that widths, location, and construction details are known for 1) possible <br /> development near Waterworks and along the nartheast part of Centerville Lake and 2) for the development <br /> along Main street across from City Hall. Engineering drawings should be made and should take into account <br /> a future vision. These drawings shou�d be available to current developers so they can j�ast implement it. This <br /> would avoid wasteful implementations such as was done at the cunent strip mall. <br /> • Review and ensure pending developments will meet City expectations. Ensure trails are built with at least <br /> class V so they can be seen before lots are sold to"avoid dissatisfied residents. In a like manner, I question <br /> whether people will understand there is a 45 or 50 foot easement on the north side of the new proposed <br /> Pheasant Marsh development. Perhaps something needs to be done to force developers to show that <br /> demarcation. I question whether lot size should include easement footage. Centerville should determine a lot <br /> size standa.rd that does NOT include easements on the property. I <br /> • I suggest there be a park roughly within a quarter mile of every home — thaY s a park every half mile or so in <br /> the city. This should be stated in the Comgrehensive Plan. The cunent Pheasant Marsh proposal has no I <br /> parks at all. ! <br /> • Estabiish open space requirements before the city is totally filled up with houses and commercial property. <br /> • Create a"Developer Packet" of information that includes things like the trail plan and other design specifics �, <br /> the City wants included in developer plans. <br /> • Begin work on seeking funds from the State of Minnesota for a pedestrian/bicycte bridge over 35E at <br /> Clearwater Creek. Anoka County Parks said they can probably help. An opportunity may present itself in <br /> 2002. <br /> • Begin work on seeking a study and eventual redirection of traffic around Centerville. The onty way I see to <br /> do this is to again go to the StatE of Minnesota and ask them to study the possibility of connecting 35W and <br /> 35E. There is a huge amount of impassable land around Centerville and this seems to be the only long term <br /> solution that will work. <br /> • Hire a professional planner such as the Wacker firm to help with planning in the city. I <br /> Details on a Comprehensive Pian Update '' <br /> Consider putting all the below items into the Comprehensive Plan. <br /> Put the trail plan in the Comprehensive Plan (Target Feb, 2001, P&Z rush.) <br /> Review reqnirements for park distribution in the city. Generally, I suggest a park be within '/ mile of every <br /> home (that's a park every %z mile). (Target spring 2001.) <br /> Review and decide requirements for sidewalks or not. Put results in the Comprehensive Plan (Target completion <br /> Feb, 2001 in time for the P&Z spring rush of developers.) <br /> Replace existing comprehensive pedestrian plan refarred to in the Comprehensive Plan with a new guideline. <br /> (Target Feb, 2001, P&Z rush.) <br /> Review requirements for trail access to parks. Trails should go all the way to the street. The design mistake of <br /> the catch basin dead center on the trail at Acorn Park I don't believe is a coincidence. The developer looked <br /> everything over and saw a place to put the drainage through public land and the catch basin where a trail should <br /> have entered the street. It will happen again. The drainage culvert is also too short, ending close to the middle of <br />
