is attempting to establish a policy for snow removal and this may become a city
responsibility in the downtown area. The City is not talking about removing snow from
private sidewalks but along Centerville Road and Main Street the plows are pushing
' snow onto the sidewalks. Mr. March will present a draft snow removal policy for
Council consideration at their next meeting.
Council Member Broussard Vickers questioned whether the City had removed any snow
from the area. Mr. March stated that he directed Public Works to push the snow back
from the area where the children wait for the bus; however, no snow has been removed.
Mayor Swedberg questioned whether there would be a memorandum of understanding
between the City and property owners concerning the snow removal policy. Mr. March
explained when the policy is determined; Staff will notify residents and business owners
in the downtown area. The City intends to clarify what conditions need to exist prior
declaring a snow emergency, which will give property owners permission to push snow
into the County right-of-way, and the City will remove sarne.
Council Member Travis stated he drove by after he got the e-mail and it appeared to him
there was little or no effort to clear a path on the east side of Centerville Road and the i
south side of Main Street. The children had stomped a path through the snow but the
property owner had not cleared even a walkway. Council Member Travis questioned I
what the responsibility of the business owner is for snow removal. Mr. March indicated
he has spoken to the business owner and he and the business owner came to an I I
understanding that the sidewalk is a public sidewalk and the business owner is
responsible for removing the snow.
I
Mayor Swedberg noted the City should rnake the schools aware of the designated
walking routes within the City. 'I
Mayor Swedberg noted he had received an e-mail from a resident concerning citywide I
removal of snow from sidewalks and wanted to make Council aware it may need to be
addressed at a tater time. Stevens — Rezone from R2 to I1 Recuest —(7007-20` Avenue
Council Member Broussard Vickers indicated residents present at the Planning and
Zoning meeting were opposed to the rezone. This parcel is unique in size and shape and
the owner would like to sell the property and a zoning change would make it easier to do
so. There are larger concerns for the parcel due to the size and shape and the fact there is
a floodway located on the property. The property owner is paying commercial/ industrial
taxes based an use not zoning. Most residents did not object to the current operation but
were opposed to expansion of the business or the rezoning the property.
The rezone was denied because the property owner asked for industrial zoning which the
Planning and Zoning Commission did not believe was an appropriate use for the
property. There is commercial property along the side of the street the property is
located on and the other side is zoned industrial. The business located on the property is
Page 9 of 18
