CALL TO ORDER <br /> Mayor Wilharber called the November 22, 1999 City Council meeting to order at 6:00 <br /> p.m <br /> II. PUBLIC HEARING (S) <br /> Public Hearing — S�„ecial Assessments for Delinquent Sewer and Water Billin�s <br /> Mayor Wilharber opened the public hearing. <br /> There were no residents present for this hearing. <br /> Motion bv Council member Broussard Vickers, seconded bv Council member <br /> Sweeney to close the public hearing for assessments for delinquent sewer and water <br /> bills. Motion carried unanimously. <br /> III. APPEARANCES/AWARDS <br /> Wayne LaBlanc <br /> Mr. LaBlanc addressed three issues with Council: <br /> .. . . <br /> 1. Trail easement widths — too narrow and reqwruig that the trail be put in <br /> prior to any lots being sold. <br /> 2. The City establish a plan for trails and implement the plan <br /> 3. Acquire more land for open space <br /> Council member Sweeney expressed concern that developers were not making prospective <br /> ' buyers awaze of trails that are along properties. <br /> After considerable discussion, Mayor Wilharber stated that the matter should be turned <br /> over to Park and Recreation Committee and Planning and Zoning Commission. <br /> Motion bv Coancil member Sweenev, seconded bv Coancil member Nelson to refer <br /> Mr. LaBlanc's issues to Park and Recreation and Planning and Zonins. Motion <br /> cnrried unanimouslv. <br />
