� � <br /> � �. <br /> � <br /> MEMO <br /> DATE : October 8,1999 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Peltier Lake Flowage <br /> ����***��**�a*���,�***�*�**�*�*���***���*�,r�����***�����**���������� <br /> Several months ago, the City received information from the St. Paul Water Utility in regards to � <br /> surplus property that they were offering for sale. At the time of property announcement, we had <br /> requested additional information on two pazceLs. The first pazcel is the property located directly <br /> across the street from LaMotte Park on Centerville Lake. The second pazcel is an approximate ' <br /> four acre size wetland at the mouth of Clearwater Creek adjacent to Pehier Lake (please see I <br /> attached map). i <br /> The Saint Paul Water Utility has indicated that they do not wish to sell the first parcel at this time I � I <br /> due to a lease that they ha.ve with a current tenant. I have expressed that the City would have I <br /> interest in this property in the future. � <br /> The second wetland parcel has been o$�ered for sale at a price of $20,000. The parcel is �, <br /> unbuildable and would have a perpetual flooding easement over the land. My thought was that � <br /> the Rice Creek Watershed District and/or City may have some interest in the property if there was ' <br /> a way to help treat the water prior to discharging into Peltier Lake. I have discussed this issue <br /> with Kate Drewry from the RCWD. Kate was aLso curious about this prospect and had their <br /> engineers examine the property. After examination it has been determined that it would not be <br /> feasible to enhance the existing wetlands to better treat the creek water prior to dischazging into <br /> Peltier Lake. The RCWD has determined that they do not wish to purchase this pazcel for the <br /> appraised price of $20,000. <br /> I recommend that City Council passes a motion to decline the offer to purchase the mentioned <br /> wetland. By St. Paul Water Utility policy, they have to offer the property to sale to the City prior <br /> to offering the property for sale to adjoining property owners. If the Council wishes to decline <br /> the offer to purchase the property, I will draft a letter to the appropriate parties to communicate <br /> the Council wishes. <br />
